(c) Section 16 of the Act is further amended by adding at the end thereof the following new subsection: "(e) Notwithstanding any other provision of this Act, the Secretaries and the Joint Commission shall limit their activities under this Act to critical agricultural materials other than native latex after the close of the fiscal year ending September 30, 1988.".
