PUBLIC LAW 99-167—DEC. 3, 1985 wealth of Puerto Rico, and Guam, and not more than $131,047,000 may be obligated or expended for the leasing of military family housing units in foreign countries. (b) AUTHORIZATION OF UNOBLIGATED FUNDS.—Funds appropriated to the Department of Defense for fiscal years before fiscal year 1986 for military construction functions of the Army that remain available for obligation are hereby authorized to be made available, to the extent provided in appropriation Acts, for military construction projects authorized in section 101 in the amount of $291,210,000 (which includes $82,500,000 for the construction of a utility project at Fort Drum, New York, and $56,000,000 for Pershing II security upgrade at various locations, Germany). (c) LIMITATION ON TOTAL COST OF CONSTRUCTION PROJECTS AUTHORIZED IN TITLE I.—Notwithstanding the cost variations

authorized by section 2853 of title 10, United States Code, and any other cost variation authorized by law, the total cost of all projects carried out under section 101 may not exceed— (1) the total amount authorized to be appropriated under paragraphs (1) and (2) of subsection (a); (2) the amount specified in subsection (b); (3) $73,000,000 (the balance of the amount authorized for the construction of the Eastern Distribution Center, New Cumberland Army Depot, Pennsylvania); and (4) $45,000,000 (the balance of the amount authorized under section 101(b) for Pershing II security upgrade at various locations, Germany). SEC. 602. AUTHORIZATION OF APPROPRIATIONS, NAVY

(a) IN GENERAL.—Funds are hereby authorized to be appropriated for fiscal years beginning after September 30, 1985, for military construction, land acquisition, and military family housing functions of the Department of the Navy in the total amount of $2,408,184,000 as follows: (1) For military construction projects inside the United States authorized by section 201(a), $1,304,480,000. (2) For military construction projects outside the United States authorized by section 201(b), $201,185,000. (3) For unspecified minor construction projects under section 2805 of title 10, United States Code, $21,560,000. (4) For architectural and engineering services and construction design under section 2807 of title 10, United States Code, $139,260,000. (5) For advances to the Secretary of Transportation for construction of defense access roads under section 210 of title 23, United States Code, $2,960,000. (6) For military family housing functions— (A) for construction and acquisition of military family housing and facilities, $154,000,000; and (B) for support of military housing (including functions described in section 2833 of title 10, United States Code), $584,739,000, of which not more than $3,545,000 may be obligated or expended for the leasing of military family housing units in the United States, the Commonwealth of Puerto Rico, and Guam, and not more than $18,934,000 may be obligated or expended for the leasing of military family housing units in foreign countries.
