For an additional amount for "Abatement, control, and compliance", $20,000,000, to remain available until September 30, 1986. BUILDINGS AND FACILITIES

For an additional amount for "Buildings and facilities", $500,000, to remain available until expended: Provided, That none of these funds may be obligated until the completion of a feasibility study by the Environmental Protection Agency to determine the most costeffective way to house the research program at Newport, Oregon. For an additional amount for "Office of Science and Technology Policy", $120,000. FEDERAL EMERGENCY MANAGEMENT AGENCY EMERGENCY FOOD AND SHELTER PROGRAM

There is hereby appropriated $20,000,000 to the Federal Emergency Management Agency, to remain available until September 30, 1986, to carry out an emergency food and shelter program. Notwith-
