The manifesto principles and priorities of Lëvizja VETËVENDOSJE!: 100 points joined together by the changes necessary for Kosova

State building and socio-economic development The two key priorities of Lëvizja VETËVENDOSJE! are: state building and socio-economic development. We are committed to the sovereignty of the state, the country’s economic development and the wellbeing of the citizen. We see state building as: subjectivity, democracy, justice and citizenship. Whereas socio-economic development we see as: building productive capacities and the fair re-distribution of wealth in order to increase wellbeing. A fundamental precondition of achieving this political-economic project remains a sovereign and republican state.

State building Republic of Kosova – the state as subject and a state for all 1. The state is a sovereign state. The people are the source of sovereignty. The right to the self-determination of peoples is the justice of the people’s will. Sovereignty is a precondition of political freedom. Lëvizja VETËVENDOSJE! is committed to a sovereign state of Kosova which derives from the will of the people and is in the service of this will. 2. The state should be a creative and active subject, politically aware, territorially unified, institutionally integral. The independent state of Kosova should be in the service of Kosova’s people, creating and adjusting its world and environment in accordance with its own measure, interest and will. 3. In order to complete the independent statehood of Kosova, it is necessary for various international and supranational organizations to end their rule of Kosova and for Kosova to become part of these organisms on an equal basis with other states. Any arbitrary political or economic bodies, domestic or international, which are not elected by the people, but are above the state’s institutions, are a violation of the Republic of Kosova. There can be no republic if there is a ruler of the republic. 4. Lëvizja VETËVENDOSJE! is committed to re-organizing the international presence in Kosova, in accordance with world-wide and well-known principles regulating relations between states and sovereign peoples. The international presence in Kosova, established according to the principles and framework of colonization, nonrecognition and disdain for the country’s sovereignty etc., should remove itself from the territory of the state of Kosova, or enter and be within the framework of international law and principles of relations between sovereign states. 5. Politics without history is a game. The achievements in today’s Kosova are the result of the pursuit of the ideals of freedom, equality and justice by generations who made the history of peaceful and armed, legal and illegal resistance, by our people throughout the twentieth century, culminating in the liberation war of the KLA. VETËVENDOSJE! is committed to the constitutional definition of Kosova as a state of Albanians and all citizens of Kosova. Lëvizja VETËVENDOSJE! in addition is committed to returning the national Albanian symbols to the state of Kosova. 6. Lëvizja VETËVENDOSJE! is committed to changing parts of the Constitution of Kosova which limit the sovereignty of the state of Kosova including here the withdrawal of the Ahtisaari Plan which divides territory, institutions and culture on an ethnic basis while perpetuating international rule in Kosova. 7. Instead of expressing the will of the Albanian people for national unification, the Constitution of Kosova denies that will. Lëvizja VETËVENDOSJE! considers that articles 1.1 and 1.3 of the Constitution of the Republic of Kosova are contradictory. We commit to removing Article 1.3 which denies Kosova the right to unite with another state, and in particular Albania. 8. Lëvizja VETËVENDOSJE! is committed to a constitutional, real and practical guarantee of all human rights, as well as the rights pertaining to a person in a group and national, religious, cultural and racial minority groups etc. We commit to constitutional and legal equality for all Kosova’s citizens. No difference can be used to justify any form of discrimination. 9. Lëvizja VETËVENDOSJE! is committed to change the character of the state of Kosova. Instead of a state of power we want a powerful state. Lëvizja VETËVENDOSJE! offers honourable governance and sees the state as a guarantee of citizen freedoms, democracy, economic development, public services, security and social welfare. 10. The foundation for all social and individual political, economic and cultural good is the construction of a sovereign, legal, democratic and citizen state. The state should be of all and for each. Kosova should be a state of civic interests. The institutions of this state are mechanisms for the general good.

Democracy Without freedom there is no democracy. Without democracy there is no freedom. 11. Respecting the right to self-determination of peoples is recognition and acceptance of the political freedom of the people. The freedom of the people makes possible a democratic society. A democratic society maintains the freedom of a people. Building a democratic society is our political project. 12. The will of Kosova’s people should be matched by their words, and their political being with their linguistic expressions and socio-political practices. We seek self-determination as a mechanism for reaching citizen democracy, in the service of all Kosova’s citizens without distinction. 13. Lëvizja VETËVENDOSJE! is committed to a political philosophy which treats persons and the people as the highest goal in itself and which goes beyond today’s philosophy which sees them just as a tool for securing peace and security in the region and further.

14. A normal democratic state is a state with a political system built upon civic rights and obligations towards the state and society, and accountability of the elected toward the people. Only where there is democracy, is there also responsibility, accountability, rights and obligations. 15. The government is for the citizen, whereas the citizen is for himself and for the state. The citizen must continually question the government about the fate of the state and the interests of citizens. Kosova should be a parliamentary republic. The Government should be responsible to the Assembly. This means that the Government is accountable to the people. 16. Representation without participation makes the public a spectator to a spectacle of institutional life. We believe that democracy should be also direct and participative democracy and not simply representative. Thus, we are committed to affirming the referendum at the national and local level as a legal decision-making instrument for specific issues in the general interest. In addition, we are committed to strengthening the participation in political processes of social organizations, such as unions and workers, women’s societies, students, teachers, doctors, pensioners, former KLA fighters, intellectuals, societies of people with disabilities, the unemployed and youth organizations etc. 17. For VETËVENDOSJE! democracy is not just the practice of accountability by the government to the people, but also a fundamental value and a necessary manner of the internal functioning of the political system. The citizens’ interests are the basis of political decisions. We guarantee that all decisions taken by the state and public institutions at all levels will be transparent and under public control. 18. An indivisible part of democracy are human rights, minority rights, freedom of the press, religious rights, gender equality and all rights and other democratic principles foreseen in international and European treaties for human and minority rights.

Justice A just state is a state of justice 19. Justice is a fundamental element of the state. That which is just is in accordance with the law. For us, a just law is that which is in the interest of the people and the citizen. We are committed to laws which represent citizen and state interests, and for their implementation, because only like this are laws legitimate. 20. Lëvizja VETËVENDOSJE! is committed to a state of justice, built on the principle of constitutionality. Kosova’s new Constitution must codify the right to external and internal self-determination. The Constitution must be in full harmony with the people’s interests and reflect them. The Constitution guarantees institutional sustainability, democratic functionality of the state and the separation of powers.

21. No one in Kosova is above the law. All Kosova’s citizens must be equal before the law. No citizen and no community can be released from their obligation to respect the law and pay taxes. These are self-evident truths everywhere in the world, with the exception of totalitarian states. Social, political, economic and cultural life must be subjected to the Constitutional order. 22. Laws must be drafted in accordance with the interests of Kosova’s citizens and to advance these interests. In addition, they must be in accordance with international treaties for the protection of human rights. 23. We believe that laws must be produced with care, with broad participation and with transparency. More resources must be invested in the legislature, and in the examination and expertise of legislation. The phenomenon of legislative inflation must be resisted, by which legislation is produced for the sake of legislation. Thus the copying of legislation which doesn’t take into consideration the cost of a law must end. 24. We are against inequality between immune internationals and unprotected locals, against the inequality between omnipotent authority and deprived citizens. We believe that no one should be immune from the law. 25. We will commit to justice having 10 important fields of activity, which up to today have been neglected: Rule of law War crimes Discovering the fate of the missing Serbia’s parallel structures Procedures for selling social and public companies and natural resources of the country The origin of wealth of politicians and public persons Local and international corruption in Kosova Economic and political organized crime Smuggling of goods Activities of secret services Cooperation of public or private persons with Serbia, damaging Kosova in the past

Citizenship The state exists for the citizen 26. The people, society, citizenry and their will are greater than the system’s institutions. This is the case everywhere and always. They should not be outside the system as they are now, but should be all around it and inside it. 27. Lëvizja VETËVENDOSJE! is committed that the citizen be at the centre of the state. Citizens create, develop and protect the state because the state is the guarantee of their rights, security, socio-economic development and well-being. While helping to build the state, the citizens help themselves. Citizens without a state are unprotected, whereas a state without active citizens becomes monstrous. sustainable democracy. A state for which only the rulers care will at some point divert from democracy and end up in authoritarianism. 28. An active citizen is the foundation of a democratic government and a legal state. When citizens are passive and leave their fate and that of the country in the hands of politicians, then the latter end up as corrupt and sickened leaders, even if at the start they are just and honourable. The citizen must feel that decisions are taken by him and for him and that they can be annulled by him. The government must be accountable to the citizen and not the other way round. 29. An active citizenry, being a citizenry which is not enclosed in the private sphere but is interested in politics and the state as our political community, is the only guarantee of the protection and realization of our interests. Each pursuit of a comfortable life in the private sphere away from the political sphere will leave the citizen lacking the private and the political; as the state will not protect the citizen, if the citizen does not oblige the state each day to respect it, to protect it and to realize their interests. 30. We believe in the good, reasonable and solidary nature of man. We want to protect as strongly as possible the human/citizen from state intervention, which an active citizen often views with reserve. Civic freedom is not a threat to security. 31. Each person has the inalienable right to live free. We believe strongly that the government is constructed for the person and not the other way round. The larger the space for the freedom of the citizen the greater the chance they can find personal happiness and fulfil their own dreams. 32. We strongly believe that the interests of the citizens are not protected by encouraging community divisions, but by resolving them through the concept of civic democracy. The inalienable freedoms of citizens are: right to life, privacy, freedom of movement, freedom of expression of thought, belief etc. All of which will be defended by a law which is the same for all citizens. 33. Lëvizja VETËVENDOSJE! believes that only together with citizens can we know what we want and how to realize our shared interests. Everywhere in the democratic world, it is the citizens who together with the institutions maintain the democratic functioning of the political system. We are committed to a citizen who acts and is informed and who knows what their interests and responsibilities are. *** These four fundamental fields of state building constitute the meaning of achieving self-determination for Kosova. The Republic of Kosova should have internal self-determination toward foreign governing missions. As well as internal self-determination, Kosova should have external self-determination. This includes the right of the Republic of Kosova to unite with the Republic of Albania through parallel referenda and peaceful agreement.

Territorial integrity Territorial integrity of the state is a pillar of sovereignty and the strength of the state 34. The situation in the northern part of Kosova created directly by Serbia’s intervention, through its illegal structures, is an outcome of the non-functionality of the state. To this end, we are committed to disbanding these structures in each part of the country. On the northern border points 1 and 31 the police and customs of the Republic of Kosova must be put in place. 35. We are committed to returning all Albanians expelled from their homes and their property in the north. In addition, we are committed to controlling Kosova’s borders and to deploying institutional sovereignty in the northern part as well. 36. Kosova’s Serbs, like all other minorities, must enjoy all human and citizenship rights and those of minorities. We are against any kind of special status. The most northern municipalities of Kosova must enjoy the rights, competences and the freedoms which other Kosova municipalities enjoy. 37. We are committed to making functional Mitrovica’s industrial capacity in order to ensure the increase of employment and well-being of citizens of Mitrovica and all Kosova.

Decentralization Decentralization should be based on the needs and interests of the citizens, and not according to ethnic principles 38. Lëvizja VETËVENDOSJE! is committed to decentralization based on the rights and needs of citizens. We believe in decentralization which brings government closer to the people and which increases domestic government competences, thus increasing the possibility for citizens to have control over government. 39. Decentralization up to today, based on ethnic principles, has been in the service of daily and disintegrating politics for the territory and society. It is very dangerous also for the future of the state of Kosova. We will totally review the current process of decentralization. Kosova needs decentralization regardless of ethnic difference, but with the citizen of Kosova at its focus and not Ahtisaari.

Foreign Policy Kosova must enjoy the right to integration 40. Kosova’s foreign policy should protect Kosova’s interests and the national interests of Albanians. To this end, we promise to have ONE foreign policy, united, with Albania and to act together for shared national goals, influencing and fulfilling each other, and not competing with each other. 41. Kosova’s foreign policy in the region should concentrate on relations with Albanians who live in the countries surrounding us. We are committed to regular, often direct contact with Albanians beyond the borders of Kosova and Albania who are in general discriminated and repressed, in order to review the possibilities and the requirement for our country’s institutional commitment to improving living conditions and the progress of Albanian rights in the areas where they are autochthon. 42. Relations with other states should be based on two basic principles which are principles of international relations: recognition and mutual respect of freedom, independence and self-dependence and reciprocal interest for cooperation. Kosova should be open to cooperate with each state and any form of cooperation, as long as these principles are not violated. 43. Lëvizja VETËVENDOSJE! is committed to a clear distinction between relations with the states and people who respect the will of the sovereign people of Kosova from those states and peoples which do not respect this. We will prioritize relations with peoples and states which recognize us as a people and sovereign state, free and equal with them. Lëvizja VETËVENDOSJE! is committed to varying restrictions on the diplomatic presence and activity of states which are openly against the sovereign existence of the people and state of Kosova within its territory. 44. We are for Kosova’s membership in supranational organizations (NATO, BE, etc.), however we insist that this occur through the normal path followed by all other states up to now.

Defence and Security Defence and security for all citizens and the inviolability of borders 45. Lëvizja VETËVENDOSJE! is committed to building genuine military, professional structures integrated in NATO and in all military regional and global mechanisms relating to defending the country’s sovereignty. We are committed to an army which is the guarantee of the entire territory of the country and thus is in the service of a sustainable peace. 46. Lëvizja VETËVENDOSJE! is committed to building genuine, professional structures of intelligence, and police at all levels, integrated in all regional and global mechanisms in the service of security and the development of democracy. We see as necessary a professional service ready for all situations and capable in all circumstances of

taking care of the security of all the citizens of the Republic of Kosova, guaranteeing their freedom of movement and the security of their property, the maintaining of public law and order.

Emigrants Repatriation, dual citizenship, the right to vote and privileged investment 47. Just over a decade ago, our emigrants made possible our liberation war against Serbia. Since then, with its continual help, they have been the condition of the social peace in Kosova. Kosova’s working class, Kosova’s money and it’s most educated and highly professional people are mostly emigrants. 48. In order to make easier the repatriation of Albanian emigrants, we seek that they be legally recognized with the status of expatriates, just as they were recognized, in fact, even by the countries participating in UNMIK. Kosova’s citizens should enjoy the right to dual citizenship, the right to vote, and all rights to repatriation, regardless of difference. 49. All emigrants from Kosova should enjoy tax, banking and administrative amenities if they choose to invest capital in public or private enterprise in Kosova. To coordinate the repatriation of Diaspora and its investments in Kosova, we propose the establishment of a Ministry for Diaspora, financed from the sovereign budget. The importance of the state of Kosova for emigrants does not end there. We are committed that the state of Kosova through its representatives help and coordinate the organization of Albanian emigrants in countries where they live, so that there they have greater political weight being organized and increase their chances for advancing their interests. Organized emigrants have more chance to improve their social and political position and then, helped by Kosova to help Kosova.

Economic development Development is increasing production, employment for all, meaning increasing national income and wellbeing for all 50. The economic system should be in the service of the citizens and not the other way around. We are committed to a character of the state which has social and economic development at its core and which makes possible: - Economic growth - Sustainable development - Growth of employment - Increasing wellbeing of citizens - Increasing capacities for adding value to goods

51. We will draft a long-term economic plan that guides all economic activity in and around Kosova. In this regard we commit to increasing subsidies of the domestic economy to replace imports with domestic production and to increase exports. Economic planning will be indicative: it will serve to orient economic agents to invest in companies that bring not only financial benefits, but also social benefits to all citizens.

Production and industry Kosova’s wealth should be in the function of development and increasing the citizen’s wellbeing, and not for the increasing wealth of politicians 52. We commit that Kosova will have sovereign control over its economic resources and development capabilities. We offer to build a mixed economic system in Kosova, based on private enterprise and public. Specifically we support those private initiatives and investment in the economy that demonstrate social responsibility and guarantee of development. 53. Kosova needs industry and product development to reduce the high unemployment rate, substituting imports and raising exports, as well as increasing the ability to create value-added products, developing the capacity to produce final products, as opposed to export of raw materials. And underground mineral resources of Kosova should be used to promote the development of the industry. 54. We commit to a clear legal framework that guarantees equal competition conditions for all private entrepreneurs, and a law against monopoly. To stimulate domestic entrepreneurship and investment, VETËVENDOSJE! supports the idea of creating entrepreneurial clusters where young entrepreneurs are offered more efficient help by all the institutions together.

Privatization Public politicization of the economy and not a private economization of politics 55. We believe in the public. The public should not be expropriated because like that it becomes perverted. To sell public property means to harm the public. Such is the consequence even if it was not the intention. Developed and democratic western countries buy private bankrupted companies. In Kosova, they sell profitable public enterprises. Even worse, privatization in Kosova was the opposite of liberalism: it has replaced a public, with a private monopoly. 56. We are against the privatization of public enterprises and the strategic assets of Kosova that have great profit potential and are the basis of the country’s economic development such as KEK (energy sources), Trepça with all its mines (underground resources), PTK and the concession of the Prishtina International Airport. 57. - We are decolonized, since social and public property in Kosova was transferred by force into the public and social property of Serbia through the colonizing laws of the nineties; - We take under control and introduce the current use of the privatization fund, since hundreds of millions have been collected from the sale of socially owned property in Kosova, but are kept isolated in the Central Bank of Kosova and are kept in order to repay owners of property sold once it is established who they are; - We have a long term economic development, infrastructure and social development plan, as only then can we structure the economy according to this plan; - We have a strong and sustainable state, because that will have the capacity to condition independent economic operators to obey laws and regulations; - We have set up the legal infrastructure, which would eliminate private monopolies and the reign of the powerful in the economic sphere. 58. Privatization could eventually be part of economic development plans, but not the starting point or basic principle, in which case development would eventually result. We commit to have a comprehensive assessment of the privatization process so far and the effects of this privatization. The sale of public and social property of Kosova should be reviewed and revised if procedures were violated, and if assessed objectively that in certain cases privatization has damaged the economy of Kosova, to have violated human rights, to have been made as a result of and / or through corruption affairs.

Energy and telecommunications The state should guarantee the citizen all public services, and not transform those services into an instrument for the benefit of a minority 59. Kosova has sufficient energy sources and capacities. Lëvizja VETËVENDOSJE! thinks that central production and distribution of electric energy should remain in public ownership. Electricity is not a luxury and its infrastructure should be deployed everywhere. We are committed to changing KEK into a profit-making company. 60. We are also committed to adding to energy productive capacities through expanding KEK’s capacities and through building small private hydropower centres and all other possibilities for energy production, taking care to protect the environment. 61. We commit to linking Kosova's energy system with that of Albania. The hydropower capacities of Albania and the thermo power of Kosova, represent potential energy that can supply all citizens.

62. We believe that telecommunications services should remain public property. This provides additional revenue to the state budget and provides better services to citizens. 63. The water supply system and wastewater treatment should be significantly improved. 64. We consider that the infrastructure helps economic development, and by no means be seen as development. We commit to link Kosova with Albania, with good transport infrastructure, road and rail. This would help communication between the two countries and increase the flow of goods between two countries. 65. We commit to release public companies from the mismanagement and abuse installed there. We guarantee that these companies will be directed to the benefit of citizens and will serve their interest.

Anti-corruption The people of Kosova cannot perpetually live the crimes committed by politicians 66. We consider each political, economic, or social decision corrupt, which takes into account the interests of a few, to the detriment of the majority. This may occur because of material benefits, but not necessarily. Regardless of the motive, such an act should be condemned. 67. We consider that abuse does not ever get too old. All those who have usurped, stolen, and mismanaged public property, must answer to justice. Besides the criminal should be condemned the crime and product of crime. In this regard, we commit to the people of Kosova to return all looted wealth taken illegally by all persons proven by justice to have done so, through the confiscation of all illegal property.

Agriculture Planting the land should bring us profit and not loss 68. We commit to creating for Kosova farmers the necessary economic opportunity and the necessary financial and technical assistance to work the land so that they get benefits from it. In addition, we will also take measures to increase farms, by promoting cooperation between farmers, in order to increase efficiency and yields of agricultural land in Kosova. 69. We will make operational agricultural vocational institutes that will provide expertise for planting, processing and better and productive cultivation of agricultural land. We will also make functional existing irrigation systems and will invest in building new systems to expand irrigated land surfaces. VETËVENDOSJE! categorically rejects the conversion of agricultural land of high quality into construction sites. We commit to policies that guarantee markets for agricultural products.

Fiscal policies Our taxes should finance a state for all, and not go to the service of a few 70. We commit to an escalating tax system, which makes a difference between the values of the use of various commodities. There should not be the same VAT for whisky, as for milk. We also commit to a progressive tax system, which distinguishes between different levels of income and the wealth of different members of society. Those who earn more should pay more for the general welfare. 71. Kosova's budgetary policies are contrary to the economic needs of the country. We are committed to increasing public investment in the country, as well as the fair allocation of beneficial budgetary resources. We commit to investing in projects that benefit economic development and welfare of citizens. 72. Kosova needs to improve the legal infrastructure and enforce most of the existing tax laws. In addition, we see as necessary enlarging the tax base and fighting against the informal economy. 73. We consider that the alignment with fiscal systems in Albania will help the economic development of both countries. We commit to integrating the two tax systems in a customs and tax area.

Monetary policies Our money to be used for our development 74. We commit that the Central Bank of Kosova exercise all the functions of a central bank. The Central Bank should intervene in regulating the banking system in Kosova to improve crediting of the economy by banks. The Central Bank must control the amount of money in the market and play an active role in monetary policy. 75. The banking market should be enriched with publicly-owned banks, which more than for profit, care for the common good e.g. an Agricultural Bank will provide credit to farmers who otherwise could not compete in the market, while a Development Bank will provide credit to strategic businesses, namely those that affect the growth of production. We commit to the establishment of these banks. Deposits in Kosova are the property of the citizens of the country. It is they who should benefit from these.

Equality Excluding a part of society excludes a part of possibility 76. A state with no significant differences between groups and generations creates better conditions of living and builds a more just and solidary society. Common wealth should be distributed more evenly. Those who have more and earn more should contribute more to the community than those with low incomes and little or no wealth at all. Lëvizja VETËVENDOSJE! has as its goal a Kosova which is for everyone, not only for the rich. Therefore we want employees, in the social and private sectors, to have collective contracts, social security, health, and trade union rights guaranteed by law. 78. Lëvizja VETËVENDOSJE! is committed to supporting the disadvantaged classes with public systems of social assistance, financed by a progressive tax system. 79. We commit to creating the space needed for equal engagement of women in social, political and economic life in the country. We also commit the state to regulating by law and finance, mechanisms to encourage equality between sexes and different social strata. 80. Lëvizja VETËVENDOSJE! is committed to increasing the average wage in Kosova and to reducing the differences between civil service salaries.

Social policies and pensions The state should care for each citizen 81. We consider the pension and welfare as a right, not as a favour given by the government. The state should take care of all social categories that they are unable to survive without state assistance. 82. In this regard we commit to providing Kosova’s pensioners with a monthly pension that meets their needs and enables a dignified life. 83. War veterans of the KLA, KLA invalids, and families of martyrs who died in the war, and political prisoners, and persons with disabilities will have special legal treatment, and other facilities in dealing with everyday problems.

Education Every citizen has the right to have equal opportunity for quality education 84. The right to education is a universal and inalienable human right, and society must provide for everyone the opportunity of education. Public education at all levels should be free for everyone. 85. Lëvizja VETËVENDOSJE! requires an educational system that encourages scholarly achievement regardless of ethnicity, social status and / or gender. Kosova’s law should adopt the UN Convention on the Rights of the Child, which obliges the social authorities of member countries to bear in mind the needs of children during the elaboration and implementation of all relevant laws. Our schools should contribute to creating a healthy society, guided by universal principles of justice and social solidarity. 86. We should have schools for adults where lessons are organized to enable their pursuit without distraction from work or other daily commitments. 87. Lëvizja VETËVENDOSJE! considers that the state has an irreplaceable role in the development of science and technology. In this regard, we commit to the creation and funding of scientific institutes in all scientific fields for which Kosova has needs and capacities. 88. We commit to creating conditions for all our co-nationals who have academic and professional preparation outside the country to be able to serve the state and society in Kosova. We will commit to additional lessons for the children of emigrants.

Health The state must guarantee citizens' health and finance 89. Lëvizja VETËVENDOSJE! commits that employees in the public and private sector will be offered social and health insurance in collective contracts. At the same time, we must invest in the public health sector so that health care is the right of each, and not just the privileged few. 90. We strongly believe that the cost of the health system will gradually decrease with the increase of health care and through additional investment in the culture of disease prevention. This will be achieved through different social institutions: family, school, media, etc. But above all, we need a health system which has the best material and professional preparation for a comprehensive and effective system of prevention.

Environment Life depends on the living environment and it must be protected 91. We consider the environment as an inseparable part of the freedom and welfare of citizens. Its damage and destruction is a direct violation of freedom, justice and the dignity of citizens. The public space belongs to everyone and its conservation is necessary and should be done at any cost.

92. We are committed that industrial development takes place according to a preliminary economic, spatial and environmental plan. This is the only way that we can ensure that industrial development improves the financial and economic position without destroying our nature, water and agricultural land. 93. Space is a social, political and economic resource. Public space is a prerequisite of the existence of society and of any possibility of organizing the community and building social solidarity. Therefore its good planning is necessary. The increased cost of capital investment in industry at present does not justify in any way irretrievable damage to the shared space.

Culture Culture should bring us together and not divide us 94. Lëvizja VETËVENDOSJE! considers culture as an integral part of society. Good cultural experiences add to the quality of life, inspiration and reflection, and create a sense of belonging. A wide variety of cultural activities makes local communities more attractive and has the effect of preventing social conflict. 95. Books, music, visual arts, stage and film are the manner of artistic expression of authors who make up the cultural community. The state of Kosova should help culture because it should help the intellectual enlightenment of the citizens in whose service it is. We commit to have cultural and artistic activities financed by the state provided to all citizens without distinction. Socio-economic position should not be determinative of the cultural education of the individual or group. 96. We commit to maintaining and promoting the cultural heritage of Kosova. We see this heritage as an integral part of the history of the people of Kosova, and as such, are committed to the equal access of everyone to it. In this regard VETËVENDOSJE! rejects all political tendencies to the physical separation of our cultural heritage from the rest of Kosova, as well as for its usurpation by Serbia 97. We commit to affirming the national culture as the majority Albanian population in Kosova. At the same time we are conscious of the ethnic minorities living in Kosova, and we commit to the maximum cultural autonomy of national minorities.

Religion Individual freedom is the freedom of individual worship 98. Freedom of worship is the right of each individual. Given this, we consider that Kosova should be a place where members of society freely exercise their religious convictions and religious rites, or particular philosophy of life, free from prejudice

99. At the same time we commit that Kosova be a secular state treating all religions as equal. None of the religions currently practiced or any in the future, will be considered more important than other denominations. The state must take all necessary measures to enable and facilitate free communication and cooperation between different well-intentioned faiths and their members. In addition, any discrimination against any member of society based on religion or a particular philosophy of life chosen by her/him should be strictly prohibited and combated.

Sport Entertaining competition that affirms individuals, teams and our country 100. The development of sport is the development of competitive ability, physical health and teamwork of citizens. VETËVENDOSJE! is committed to encouraging the practice of sports in schools and societies, and especially to helping young talents.
