319. (a) Route 19 is from Del Amo Boulevard near Long Beach to Gardendale Street/Foster Road in the Cities of Bellflower and Downey, and then, with an interruption of already relinquished route, from Telegraph Road at the Downey City limit to Route 164 (Galatin Road) at the northerly city limit of Pico Rivera.
- (b) If the commission determines it is in the state's best interests to do so, it may do the following, pursuant to a cooperative agreement between the city and the department:
- (1) Relinquish to the City of Bellflower the portion of Route 19 between the city's southerly city limit near Rose Avenue and Gardendale Street/Foster Road.
- (2) Relinquish to the City of Downey the portion of Route 19 between the city's southerly city limit at Century Boulevard and Gardendale Street.
- (3) Relinquish to the City of Pico Rivera the portion of Route 19 between Telegraph Road and Gallatin Road.
- (c) A relinquishment under this section shall become effective when the county recorder records the relinquishment resolution containing the commissioner's approval of the relinquishment's terms and conditions.
- (d) Any portion of Route 19 relinquished pursuant to this section shall cease to be a state highway on the effective date of the relinquishment.
464. (a) Route 164 is Rosemead Boulevard from:
-
- (1) Gallatin Road near Pico Rivera to the northern city limit of Temple City in the vicinity of Callita Street and Sultana Avenue.
- (2) The northern city limit of Temple City in the vicinity of Callita Street and Sultana Avenue to the southern city limit of the City of Pasadena.
- (b) (1) Notwithstanding subdivision (a), the commission may relinquish to the County of Los Angeles that portion of Route 164 described in paragraph (2) of subdivision (a), pursuant to the terms of a cooperative agreement between the county and the department, upon a determination by the commission that the relinquishment is in the best interests of the state.
- (2) A relinquishment under this subdivision shall become effective immediately following the recordation by the county recorder of the relinquishment resolution containing the commission's approval of the terms and conditions of the relinquishment.
- (3) On and after the effective date of the relinquishment, both of the following shall apply:
- (A) The portion of Route 164 relinquished under this subdivision shall cease to be a state highway.
- (B) The portion of Route 164 relinquished under this subdivision may not be considered for future adoption under Section 81.
- (4) For the portion of Route 164 that is relinquished under this subdivision, the County of Los Angeles shall maintain within its jurisdiction signs directing motorists to the continuation of Route 164.
253.1. The California freeway and expressway system shall include:

Under existing law there is a single system of state highways, under the jurisdiction of the Department of Transportation.
This bill would create a 2-tiered system of state highways, that would be designated primary state highways, comprised of specified routes, that would remain under the jurisdiction of the department, and secondary state highways, comprised of specified routes.
The bill would authorize the California Transportation Commission to relinquish to any county or city an entire route or portion of an entire route in the state highway secondary system when an agreement that the route may be relinquished has been reached between the department and the affected city or county. The bill would prohibit a route from being relinquished under this provision in the absence of that agreement.
The bill would authorize the department to negotiate funding agreements with the affected cities or counties, taking into account savings that would be realized from maintenance, engineering, community needs, and other factors affecting the operation of a route.
The bill would require that routes in the state highway secondary system continue to be defined by statute after the relinquishment. The bill would require the governmental agency to whom a route is relinquished to own, operate, maintain, and sign the routes with the appropriate state route shield number.
The bill would require that highways in the state highway secondary system be maintained, constructed, and improved with specified funds from the State Highway Account in the State Transportation Fund. The bill would require that, after the relinquishments specified above, funds from the account be disbursed to the affected local agencies in proportion to the total mileage maintained by those agencies as a result of the relinquishments.
The bill would require the department to notify the Controller upon relinquishing any route on the state highway secondary system of the mileage so relinquished for the purpose of making the apportionments specified above.319. - (2) The Downey city limit at Telegraph Boulevard to Route 164 (Galatin Road) near Pico Rivera.
- (b) This section shall become operative as of the effective date of the relinquishment by the commission to the City of Downey of the portion of Route 19 located between Gardendale Street and Telegraph Boulevard within the city, pursuant to subdivision (c) of Section 319, as that section read on the day before it was repealed pursuant to the act that added this section during the 1999-2000 Regular Session.

- (2) The Downey city limit at Telegraph Road to Route 164 (Galatin Road) near Pico Rivera.
- (b) This section shall become operative on the later date, as between the effective date of the relinquishment by the commission to the City of Downey of the portion of Route 19 located between Century Boulevard and Telegraph Road within the City of Downey, pursuant to subdivision (c) of Section 319, and the effective date of the relinquishment by the commission to the City of Bellflower of the portion of Route 19 located between the southerly city limit of the City of Bellflower near Rose Avenue and Foster Road within the City of Bellflower, pursuant to subdivision (d) of Section 319, as that section read on the day before it was repealed pursuant to the act that amended this section during the 2001-02 Regular Session.
