By its authority, the Parliament declares and enacts:—
1 The People of England and of its territories are and shall be and are hereby constituted, established, and confirmed to be a Commonwealth and free State.
2 England and its territories shall from henceforth be are governed:—
(1) as a Commonwealth and free State by the supreme authority, namely the Representatives of the People in Parliament, and by such Officers and Ministers as the Representatives shall appoint and constitute under them, for the good of the People.
(2) without any Monarch or House of Lords.
