Notes: The Civil Service Commission notes for this order (in the above source) note that Florence Broady's husband died of cholera while stationed in the Philippines, and was temporarily appointed at the time of this order. Executive Order 400 was for the temporary appointment of a Mrs. Charles Broady in the Government Printing Office, almost certainly the same person (as temporary appointments last about six months). The Department of Veteran Affairs grave locator shows that a Charles Broady was working the Adjutant General's Office in the Philippines, died on June 5, 1902, and was buried there (in Fort McKinley).
