| Notes: | Mentioned along with two other orders in the New York Sun of July 12, 1907, column 4. The number of the order also suggests it was signed in July. However, the date of the order in the source, and the Presidential Executive Orders, Numbered Series (1862-1938) book edited by Clifford Lee Lord, both have the date of the order as August 15, over a month later, so that does seem to be the official date (which was the order's effective date). Canal Zone Circular No. 33, printed in the April 8, 1908 Canal Record (page 254, column 1), also refers to it as the "Executive Order of August 15, 1907" (and prints one sentence from the order), so that was apparently considered the date at the time as well, despite being mentioned in newspapers (there were several others, searching the chroniclingamerica.loc.gov site) over a month earlier.
Executive Order 665 is similar; it also has an August 15 official date, and is also mentioned in the New York Sun article. Executive Order 663 is the third order mentioned in the newspaper article, and that has an official signing date of July 1 (oddly, Executive Order 662 has an official date of July 4). Just guessing, but all three orders seem likely to have actually been signed on July 11, but then given official signing dates which match their effective dates (EO 663 was effective from July 1). |
