status as a leaked document[edit]

This report http://www.iaea.org/NewsCenter/News/2006/iranreport_sg.html as of 14:14, 30 April 2006 (UTC) and since about the previous 36 hours (roughly) says that this report by Mohamed ElBaradei, Director-General of the International Atomic Energy Agency (IAEA) is not public, stating "The report was prepared at the request of the United Nation´s Security Council. Its circulation is restricted, and unless the IAEA Board of Governors and Security Council decide otherwise, the Agency can not authorise its release to the public." (emphasis added).
