I've reformated the signatures, and the same should probably be done with the list of names at the top. Why were there 20 countries listed at the top but only 19 that signed?
Also it's important to avoid having a blank space at the beginning of a paragraph. The software interprets this as pre-formatted text, and cancels the word wrap function. Eclecticology 22:08, 8 Mar 2004 (UTC)
I have reformatted the article acording to a method used by Wikipedia and several independent wikis for treaties and such. Never use a single equals sign to make a heading, use a double one in order to make the heading smaller than the page title. I have went through the delegates at the top and the signatories at the bottom and reformatted them to shorten the Table of Contents and make more effective use of space.
