U.S. federal government works are ineligible for copyright. Given that this speech was delivered in a federal public hearing, wouldn't it also be ineligible? The speech was published[1] by the GPO, a U.S. federal government agency, so I'm pretty sure it's in the public domain. In that case, {{PD-USGov}} is the most relevant license template, though the wording doesn't sound right for this situation. – Minh Nguyễn (talk, contribs, blog) 23:13, 8 December 2008 (UTC)[reply]
