|This work is created and first published before 1 January 1996 in South Africa and is in the public domain there because it is a speech of a political nature or a speech delivered in the course of legal proceedings.
According to the Copyright Act, 1978, § 12 (8) (a), "No copyright shall subsist [...] in speeches of a political nature or in speeches delivered in the course of legal proceedings."
It is also in the public domain in the United States because it was in the public domain in its home country as of 1 January 1996, and was never published in the US prior to that date.
