Executive Order 1293

Mr. Archibald Edmonstone was removed from the position of weigher in the Customs Service at New York on May 11, 1909, with three other weighers, who were believed to be responsible for much of the corruption in their division. It appears from the statements of the collector, of the Chief of the Appointment Division of the Treasury Department, and of Mr. Henry L. Stimson, who investigated the frauds, that the evidence not only failed to connect Mr. Edmonstone with the frauds but that the testimony of all of the witnesses who were examined was unanimous in stating that he never participated in the frauds. It appears that Mr. Edmonstone was an efficient and upright employee. In view of the facts it is ordered that Mr. Edmonstone may be reinstated to the position of assistant weigher in compliance with the request of the Secretary of the Treasury which is concurred in by the Civil Service Commission.
