Executive Order 1587

The following-named persons may be appointed to the positions set opposite their respective names without compliance with the civil-service rules:

D. K. Tuttle, superintendent of melting and refining department, mint at Philadelphia. Dr. Tuttle has been melter and refiner at the mint at Philadelphia since March 29, 1888. He is thoroughly educated in metallurgy, and has developed the process of refining gold and silver by electricity by which large amounts of platinum and other rare metals are now recovered from bullion and inure to the profit of the Government.

Joseph W. Milson, superintendent of melting and refining department, mint at Denver. Mr. Milson has held the position of melter and refiner in the Denver mint since it was opened to coinage operations, and had previously held the position of melter in the assay office there.

E. B. Leach, superintendent of melting and refining department, San Francisco. Mr. Leach was appointed melter and refiner of the San Francisco mint in August, 1908, and has satisfactorily discharged the duties of the position ever since. He is well qualified for the place and it is desirable that he should continue in charge of that department.
