The civil-service rules are hereby amended by adding to Schedule A the following section:
X.—Interstate Commerce Commission.
- Not exceeding 20 special agents under the division of prosecutions, subject to such evidence of qualification as the Civil Service Commission may prescribe after consultation with the Interstate Commerce Commission: Provided, That should the Civil Service Commission at any time have reason to believe that the privilege afforded by this section is abused, it may revoke it.
