EXECUTIVE ORDER NO. 2

ARTICLES OF ORGANIZATION OF THE PHILIPPINE COUNCIL OF STATE

⁠Pursuant to the approval by the Commander-in-Chief of the Imperial Japanese Forces in the Philippines as contained in his Administrative Order No. 1, dated January 30, 1942, the following Articles of Organization of the Philippine Council of State are hereby published for the information and guidance of all concerned:

ARTICLE I

⁠The Philippine Council of State is organized as an advisory body for the administration of the territory of the Philippines occupied by the Imperial Japanese Forces with the end in view that said administration may redound to the benefit of the Filipino people.

ARTICLE II

⁠The members of the Council are those who have affixed their signatures to the written response dated January 23, 1942, to the message of January 8th from the representative of the Imperial Japanese Forces addressed to the representative of men of importance in the Philippines, and such additional members as the Chairman of the Council may, with the approval of the Commander-in-Chief of the Imperial Japanese Forces, designate from time to time.

ARTICLE III

⁠The Chairman of the Council shall be appointed by the Commander-in-Chief of the Imperial Japanese Forces out of the members of the Council.

ARTICLE IV

⁠Meetings of the Council shall be held at the call of the Commander-in-Chief of the Imperial Japanese Forces or of the Chairman of the Executive Commission.
⁠Twelve members present of the Council shall constitute a quorum.
