formatting for speed or visual reproduction?

I did a search for 'subsection' to see if there is a consensus for formatting documents like legal or government documents. I came upon this Constitution of the Republic of South Africa Amendment which looks to accurately reproduce the document with a lot of formatting by users like @ShakespeareFan00.

For this document, what's the intention for formatting? Accessibility first (do it fast & cheap)? From what I see so far, the editors who brought the pages up to yellow proofread status did not add any formatting. Thanks,Just Al (talk) 22:10, 22 July 2025 (UTC)
