Captain William Thomson is commissioned and will have the honor of delivering you a list of the votes of the electors of this State, for the President of the United States, in conformity to the act of Congress in that regard.

I can assure you, Sir, that the people of this State are favorably impressed, and annimated with hopes of tranquility, advantage and glory, resulting from the establishment of the federal Government.
