Papillon, Philip Oxenden, M.A., Univ. Coll., Oxon, 1852, M.P. Colchester 1859-65, visitor of convict prisons since 1880, late major royal East Kent mounted rifles, chairman of quarter sessions, J.P. and D.L. Essex, J.P. Sussex, J.P. borough of Colchester, went the Home circuit 1852-7, a student of the Inner Temple 12 April, 1848 (then aged 21), called to the bar 30 Jan., 1852 (eldest son of Thomas Papillon, Esq., of Acrise, Kent); born 1 Aug., 1826; married 16 Sept, 1862, Emily Caroline, 3rd dau. of late Very Rev. Thomas Garnier, B.C.L., dean of Lincoln, and has issue.
