Vincent, Charles Edward Howard, F.R.G.S., director of criminal investigations metropolitan police 1878-84, lieut.-col. commandant 13th (Queen's Westminster) batt. the King's royal rifle corps 1884, late 23rd royal fusiliers, author of Police Code and Manual of the Criminal Law, and of Procedure d'Extradition, a student of the Inner Temple 3 May, 1873 (then aged 24), called to the bar 26 Jan., 1876 (3rd surviving son of late Rev. Sir Frederick Vincent, Bart., Canon of Chichester, dec.); born 31 May, 1849; married 26 Oct., 1882, Ethel, 2nd dau. and co-heir of late George Moffatt, of Goodrich Court, co. Hereford, M.P., and has issue (see Foster's Baronetage).
