To indict citizens, should their combined efforts in a free market bring about the same results as the Government's edicts, could not have been the intention of the Act. And the Government could not have intended that prices so resulting were to be punished as excessive and in violation of its provisions.
But there are other questions of constitutionality that should be discussed, and they will be reserved for the next chapter.
