' '. (c) EFFECTIVE DATES.-- (1) IN GENERAL. The amendment made by subsection (a) shall apply to taxable years ending on or after the date of' the enactment of' this Act. (2) GOLDEN PARACHUTE RULE.--The amend- merits made by subsection (b) shall apply to pay- merits with respect to severances occurring during the period during which the authorities under sec- tion 101(a) of this Act are in effect (determined under section 120 of this Act).
