Hebert, Alvin E., lawyer and state official of Haton Rouge, La., was born .Jan. 5. 1878, in St. Raphael. Iberville Parish. La. He has leceived the degrees of A.B., A.M.. LL.B. and LL.D. He was the first to advocate the abolition of the fee system basis in the public offices of Jwouisiana. and thereby cfTected a saving to the state of eighty-thousand <lollars in the oflice of the secretary of state.
