THE MERITORIOUS SERVICE MEDAL

JAMES E. RAY
Lieutenant Colonel James E. Ray distinguished himself in the performance of outstanding service to the United States while assigned to the Asia Division, Directorate of International Programs, Deputy Chief of Staff, Programs and Resources, Headquarters United States Air Force, Washington, District of Columbia, from 4 February 1982 to 15 July 1984. During this period, Colonel Ray skillfully directed implementation of highly significant security assistance programs in the Asian area contributing immeasurably to regional stability and the extremely favorable representation of the United States Air Force. His unique managerial abilities and expert knowledge of the Air Force and international logistics served to further the interest and national security objectives of the United States. In addition, his keen diplomacy and foresight have significantly enhanced the feeling of good will and cooperation between the United States and friendly foreign countries. The singularly distinctive accomplishments of Colonel Ray reflect great credit upon himself and the United States Air Force.
