The committee appointed to prepare a system of rules to govern the two Houses in cases of conferrence, & to take into consideration the manner of electing chaplains & to confer thereon with a committee of the House of Representatives—Report; that they have had a conferrence on the matters referred to them with a committee from the House of Representatives for that purpose appointed, & that it is thereupon the opinion of your committee that it will be proper for the Senate to resolve

1.st That in every case of an amendment & a bill agreed to in one House, & dissented to in the other, if either House shall request a conferrence, & appoint a committee for that purpose, & the other House shall also appoint a committee to confer, such committees shall, at a convenient hour, to be agreed on by their chairmen, meet in the conferrence chamber, & state to each other, verbally or in writing, as either shall chuse, the reasons of their respective Houses for & against the amendment, & confer freely thereon.
