Anno odavo Ann^e Pveglnse. oi Bothmar s Regiment of Dragoons, confiding of eight hundred Men, formerly taken into the Service of her Majefty and the States General, for the Year one thoufand feven hundred and ten ; and for defraying her Majefty's Proportion of the Charge of the Troops of Augmentation, which have been refolved to be continued for the Service of the Year one thoufand feven hundred and ten> and for defraying the Charge of maintaining the Forces in her Majefty's Pay, to ferve in Spam and Portugal or elfewhere, for the Ser- vice of the faid Year one thoufand feven hundred and ten ; and for or towards the Payment of her Ma- jefty's Proportion of the Subfidies due upon Treaties made or to be made with her Majefty's Allies, and other Charges for the Service of the War, for any Time before or until the five and twentieth Day oi December one thoufand feven hundred and ten ; and for or towards the Payment of a Year's Intereft further on the unfatisfied Debentures charged upon the Ir'ifl) Forfeitures ; and for or towards the tranfporting of . Land Forces, performed and to be performed; and for or towards the difcharging the Pramiii?ns, and other Charges for the circulating the old Exchequer Bills for another Year; and for or towards the de- fraying extraordinary Charges of the War already incurred, and not before this Time provided for by Par- liament ; and for Payment of the General Officers to ferve in Flmiders in the Year one thoufand feven hundred and ten, according to the Seafons in which they have or fhall have ferved by their refpe£l:ive CommifTions ; and to no other Ufe, Intents and Purpofes whatfoever : Provided always, That out of the Monies to be iflued to the Guards and Garrifons as aforefaid, there fhall and may be taken and applied any Sum not exceeding eighty-feven thoufand one hundred twenty-five Pounds and ten Shillings, towards the Charge of maintaining the Soldiers raifed and to be raifed for Sea Service, with their Officers, and the contingent Charges thereunto belonging; and out of the Monies to be illued for the Service of the' Navy and Sea Service as aforefaid, there fhall be taken and applied fuch Sums, as, together with the faid Sum, not exceeding eighty-feven thoufand one hundred twenty-five Pounds and ten Shillings, (hall be neceflary for the Charge of maintaining the faid Soldiers for Sea Service, with their Officers, and the con- tingent Charges thereunto belonging; any Thing herein contained to the contrary notwithftanding. ^^T^lIZ ^^'^ITa ' ^XIX. And whereas in feveral Afts of Parliament that have paffed fince her Majefty's Acceffion to J the Throne, upon or by virtue whereof certain Annuities for Lives, Years, or in Perpetuity, have been ' purchafed, obtained, or fecured to be paid at the Receipt of her Majefty's Exchequer, it has been fpe- ' cially provided or enafted to the Purport or EfFeft following ; that is to fay. That in cafe the Duties or ' Revenues, fettled or eftablifhed by the faid reipedtive Afts to be the Fund or Funds upon which fuch ' Annuity or Annuities, or any of them, are feverally charged, fhould at the End of any Year of the ' refpedlive Terms, Eftates, or Interefts by the faid Afts feverally granted, of and in fuch Annuities, ex- ' ceed, by their Income into the faid Exchequer within fuch Year, all the Monies due for or upon the ' fame Annuity or Annuities, in or for the fame Year refpectively, and all Arrearages thereof, fuch Ex- ' cefs or Surplus fhould be difpofable, from Time to Time, by Authority of Parliament, for the publick ' Ufe and Service, and not otherwife, as in and by the faid feveral AGts, Relation being thereunto had, ' may more fully appear; And whereas fome Doubt has arifen, whether the Monies not being Monies of ' the faid Funds, or any of them, which have been, or may be direfted to be applied, from Time to ' Time, to aid the Deficiency or Deficiencies of any of the Funds upon which the faid Annuity or ' Annuities, or any of them, are feverally charged, can or maybe made'goed again out of the Excefs ' or Surplus, remaining undifpofed by Authority of Parliament, of the particular Fund or Funds aided ' by fuch Monies or Surplus, when fuch Excefsor Surplus fiiall at the End of evt:ry Year happen to ' arife :' For Remedy whereof, it is hereby ena£ted ; and be it enafted by the Authority aforefaid. That it fhall and may be lawful to and for the Lord High Treafurer of Great Britain^ or for any three or more ■ of the Commiffioners of the Treafury for the Time being, by Warrant under his or their Hands, at any Time or Times hereafter, to charge the faid undifpofed Surplus or Excefs which fliall remain at the End of every or any Year, of the Fund or Funds which have been or fhall hereafter happen to be deficient, with the Repayment and Satisfailion of fuch Sum and Sums of Money as have been, or fliall, from Time to Time, be applied to aid or make good fuch particular Deficiency ; and all and every fuch Sum and Sums of A^oney fhall and may, from Time to Time, be retained and kept out of every fuch Excefs and Surplus, and be iflued and applied to fuch Ufes and Purpofes as the Monies, fo from Time to Time if- fued to aid or m.ake good fuch particular Deficiency or Deficiencies, fhould or might have been applied in cafe fuch Deficiency or Deficiencies had not happened ; any Claufes, Matters, or Thingr in the faid A£!:s, or any of them, or in" any other Aft or ASis of Parliament to the contrary thereof in any wife not- withftanding. ' XXX. And whereas by an Aft of Parliament made in the third Year of her Majefty's Reign, inti- ' tuled, An A^ f:r eneouraghig the hn^ortation of Naval Stores from her Majeflys Plantations in America, ' the Sum of four Pounds per Ton is allowed, as a Pncmiiim or Encouragement for importing of Pitch •' ' and Tar; and three Pounds per Ton for importing of Rofin and Turpentine from the faid Plantations ' into this Blingdom; as likewife fix Pounds per Ton for all water-rotted Hemp, bright and clean; and ' one Pound /)i?r Ton for all Mafts, Yards, and Bowfprits imported as aforefaid ; and in Regard it is by, ' Experience found. That the faid Prtsmiums and Encouragements are defeitive, and that the good and pro- ' fitable Ends by the faid A^ of Parliament propofed, cannot be attained without fufficient Numbers of

Be it therefore enaded by th . Authority aforefaid. That it fhall and may be lawful for her Majefty to ap^_' ply any Sum or Sums out of the Supplies granted in this prefent Seflion of Parliaqient, not exceeding the ' bum ot ten thoufand Pounds in the whole, for and towards the Subfiftence and Employment of a Number of feilful People, and for furnifhing 01 fit Utenfils and Materials for efi^ciStually carrying on the faid good and profitable Defigns of raifing fuch N^v^l Stores fropn the Grov/ths and Produifts of the faid Plantations. ^'* ' XXXI.
