C. 6. 427 on the firfl: Day of May one thoufand feven hundred and ten, fhall by Force and Virtue'of this AA be ex- ercifed, prafliied and put in Execution, in and for afcertaining, fecuring, charging, levying, recovering and paying the Rates by this Aft impofed upon the Stock of Candles, which fhall be in the Hands of any fuch Perfons as aforefaid, on the faid five and twentieth Day of March one thoufand feven hundred and eleven, and for making Allowances and Drawbacks in refpeft thereof. XIV. And be it further enafted by the Authority aforefaid, That all and every Perfon and Perfons, who Compounders t» by virtue or in purfuance of the A£i: before-mentioned of the eighth Year of her Majefty's Reign, or of this pay their Com- prefent Aft, have made or fhall make any Compofition for the Duties on their Candles by that Aft and ^^""nli^^gj'^b this prefent Aft or either of them granted, fliall from time to time, during the Continuance of the faid theAfls'Anns^ refpeftive Duties, continue fuch their Compofition for the Duties thereby and by. this Aft granted, and and this Aa,&c' pay their Compofition Money, according to the Purport, true Intent and Meaning of the fame Afts, or in Default thereof fhall be and are hereby charged and made liable to pay unto her Majefty, her Heirs and SuccelTors, the feveral and refpeftive Duties by the faid Aft of the eighth Year of her Majefly's Reign S Annse, c 9, and this prefent Aft charged upon all Candles, which he, flie or they, or any Perfon or Perfons in Trufl for him, her or them, (hall be poflefTed of at the Time of the Determination of fuch Compofitjon ; and ^hat and every fuch Perfon and Perfons who have or hath made, or fhall make fuch Compofition for their •laid Duties upon Candles as aforefaid, and fhall make Default in continuing the fame, fliall, within t?n Days after making fuch Default, make true and particular Entries upon Oath, and in cafe fuch Perfon be a Quaker, then upon his, her or their AfErmation, of all fuch Candles as they, or any of them, or any Perfon or Perfons in Truft for them or any of them, fhall be poffefTed of, or have in his or their Cuflody or PofTefTion, at the OiHce of Excife, within the Limits of which they fhall refpeftively inhabit; upon Pain to forfeit the Sum of twenty Pounds, and the Candles of which no fuch Entry fnall be made ; and within fix Days after he, flie or they fhall have made, or ought to have made, their refpeftive Entries as aforefaid, fliall pay down to the Perfon appointed to receive the fame, the Duties hereby and by the faid Aft of the eighth Year of her Majefty's Reic;n charged upon the fame, or in Default thereof fhall forfeit and lofc double the Value of the faid Candles ; and that the Houfes, Outhoufes and other Places belonging to fuch Compounders, who fliall make Default in continuing fuch their Compofitions as aforefaid, fhall be and are hereby made liable to the Search and Viev/ of any Officers for the laid Duties, in the fame Manner, and under the fame Penalties and Forfeitures, as other Perfons making Candles for Sale are liable unto. XV. Provided always. That this Aft fhall not extend, or be conftrued to extend to charge the Duties Small Rufii on Candles herein before-mentioned, on fuch fmall Rufli Lights as fhall be made by any Perfons, to be L'ghts once dip- iifed in their own Houfes only, fo as none of them be fold or delivered out, or be made for Sale, and fo as P^^ ""' charge- fuch frnall Rufli Lights be only once dipped in, or once drawn through Greafe or Kitchin-flufF, and not at all through any Tallow melted or refined ; any thing herein contained to the contrary notwithflanding. ' XVI. And whereas feveral People, who have made Candles for their own private Ufe only, have

An A£i for laying a Duty on Candles, neglefted giving due Notice in Writing to ' the next Office of Excife, as the faid Aft requires, and as they ought to have done;' Be it therefore en- afted by the Authority aforefaid, That all and every fuch Perfon or Perfons, fliall be and are hereby freed Perfons l^no- and difcharged of and from all and every the Pains, Penalties and Forfeitures of the faid Aft, not recover- ramly having ed before the fix and twentieth Day of February one thoufand feven hundred and ten :. And for the better levying and raifing the feveral Duties and Sums of Money by this Aft granted, which are to arife upon the Exportation or Importation of any Goods, Merchandizes or Commodities whatfoever, or upon fuch Coals, Culm and Cynders, as fhall be waterborn and carried Coaflwife as afore- faid ; It is hereby enafted. That fuch of the fame Duties and Sums of Money as fhall arife or be due or The duties ar!- }3ayable in that Part of Great Britain called England, Wales or the Town of Berwick upon Tweed, fliall, fing by Exporta- ^rom time to time,be under the Management and Government of the Commiffioners of the Cufloms in Eng- '!™ °' ^^'^°^^' land for the time being, who fhall caufe thofe Duties from time to time to be raifed, levied, collefted and th°Ma°n Reme«  paid to the Receiver or Receivers General of the Cuftoms in England for the time being ; and that fuch of the Commif- Receiver or Receivers General in England for the time being, fliall pay all the Money arifing thereby (fuch fioners of the additional Charges as fhall be neceflTary for receiving, levying, managing, paying and accounting for the Cuftoms, &c. fame, excepted) into her Majeft:y's Receipt of Exchequer, diflinft and apart from all other Branches of the publick Revenue, weekly, to wit, on Wednefday in every Week, if it be not an Holy-day, and if it be, then on the next Day after that is not an Holy-day, for the Purpoles in this Aft exprefi'ed, and under the Penalties, Forfeitures and Difabilities herein after-mentioned ; and that fuch of the faid Duties and Sums of Money by this Aft granted, which fhall arife or be due or payable in that Part of Great Britain called Scotland, upon the Exportation or Importation of any Goods, Merchandizes or Commodities v/hatfoever, or upon fuch Coals, Culm and Cynders, as fhall be waterborn or carried Coaflwife as aforefaid, fliall from time to time be under the Management and Government of the Commiffioners of the Cufloms in Scot- land for the Time being, who fhall caufe thofe Duties, from time to time, to be raifed, levied, collefted I i i 2 and
