D. 1714. to be purchafed on this Aft, and the principal Monies paid for the fame, and every of them, during the Con- Tax-'res. tinuance thereof, (hall be free from all Taxes, Charges and Impofitions whatfoever. ' XVI. And for the more eafy and fure Payment of the laid Annuities to be purchafed, as aforefaid, ' according to the true Meaning of this prefent Aft,' It is hereby further enacted by the Authority afore- Bank to imploy faid, That the Governor and Company of the Bank of England, and their Succeffors, fhall from Time to a Chief" Cafeier Time, until the faid Annuities (hall be redeemed by Parliament according to this Aft, appoint and imploy and Accountant onc fufficient Perfon within their Office in the City of London, to be their Chief or firft Cafhier, and one General. other fufficient Perfon within the fame Office to be their Accountant General; and that fo much of the Cafhier to re- Monies that fhall or ought to be, from Time to Time, feparated or fet apart in the Receipt of Exchequer, ceivethe Fund f or qj U p Q n Account of the faid yearly Fund of eight thoufand four hundred and fifty Pounds, for anfwer- atthe Exchequer - n g ^ j^jj Annuities to be purchafed upon this Aft, as fhall bear a full Proportion to the whole Sum quarter y, . c ^j^ {^jj ^ a d vance d or contributed upon this Aft, after ^thc faid Rate of five Pounds per Centum per Annum, fhall by Order of the Commiffionersof his Majefty's Treafury, or any three or more of them now being, or of the High Treafurer, or Commiffioners of the Treafury of his Majefty, his Heirs and Suc- ceffors for the Time being, without any further or other Warrant to be fued for, had or obtained in that Behalf, be from Time to Time, quarterly, as aforefaid, ifiued and paid at the faid Receipt of Exchequer, to the faid firft or Chief Cafhier of the faid Governor and Company of the Bank of England, and of their Succeffors for the Time being, by way of Impreft and upon Account, for the Payment of the faid Annui- ties to be purchafed upon this Aft, at fuch Times, and in fuch Manner and Form, as are by this Aft prefcribed in that Behalf; and that all and every fuch Cafhier or Cafhiers, to whom the faid Monies fhall from Time to Time b« ifiued, fhall from Time to Time without Delay apply and pay the fame accor- dingly, and render his Accounts thereof according to the due Courle of the Exchequer; anyThing herein contained to the contrary notwithftanding. Accountant Ge- XVII. And it is hereby alfo enafted, That the faid Accountant General for the Time being fhall, from n, ' rai t0 infye^ Time to Time, infpeft and examine all the Receipts and Payments of the faid Cafhier, and the Vouchers ttw- CattYer* °* re ' atm g thereunto, in order to prevent any Fraud, Negligence or Delay; and that all and every Perfon Annuities aVer- of Perfons whatfoever, who fhall be intitled to any of the fame Annuities to be purchafed on this Aft, tonal Ertate, &c. and all Perfons lawfully claiming under them, fhall be poffeffed thereof as of a perfonal Eftate, and tha fame fhall not be defcendable to the Heir, and fhall not be liable to any foreign Attachment by the Cuftom of London, or otherwife; any Law, Statute or Cuftom to the contrary notwithftanding. intereft at 8 1. ' XVIII. And for the Encouragement of the Contributors to advance and pay readily to the faid per Cent, for « Cafhier the Sums by them intended to be advanced upon this Aft,' It is provided and enafted by the ment' PtPay " Authority aforefaid, That every fuch Contributor who fhall advance and pay to the faid Cafhier, within the Times limited by this Aft, the Purchafe- Money payable for any Annuity or Annuities at the Rate aforefaid, his, her or their Executors, Adminiftrators, Succeffors and Affigns refpeftively, fhall be allowed and paid out of the Contribution-Money arifing by this Aft, Intereft after the Rate of eight Pounds per Centv.tn per Annum, for the Prompt Payment of the Purchafe-Money, or of fuch Proportions of the Pur- chafe-Money as fhall be fo advanced before the twenty-ninth Day of September one thoufand feven hundred and fifteen; the faid Intereft to be computed for the refpeftive Sums fo advanced and paid to the faid Cafhier, from the Time or refpeftive Times of the aftu.d advancing and paying the fame to tha faid' Cafhier, until the faid twenty-ninth Day of September one thoufand feven hundred and fifteen. All the Monies XIX. And be it further enafted by the Authority aforefaid, That all the Monies to be advanced or advanced to be a C ontributed upon this Aft, for or towards the faid Sum, not exceeding one hundred fixty-nine thoufand joint- oc , c -p ounc i S5 {hjji b e (Jeerned, reputed and taken to be one capital or joint Stock, on which the faid Annuities, after the Rate of five Pounds per Centum per Annum, fhall be attending; and that all and every Perfon and Perfons and Corporations whatfoever, in proportion to the Money by him, her or them advanced upon this Aft, fhall have and be deemed to have an Intereft or Share in the faid Stock, and in the proportional Annuity attending the fame, at the Rate aforefaid, for the Monies fo by him, her or them advanced; and that the faid capital or Joint Stock, or any Share or Intereft therein, and the proportional Annuity attend- Stock transfer- ing the fame, fhall be affignable and transferrable or devifeable, in the fame manner as the joint Stock for "t>;e. the faid Monies, not exceeding nine hundre'd and ten thoufand Pounds, is by the faid Aft affignable and transferrable or devifeable, and not otherwife; and in default of fuch Transfer or Devife, the faid Stock and And free from Annuities attending the fame, fhall go to the Executors or Adminiftrators; and that no Stamp-Duties what- Stamp-Duties. foever fhall be chargeable on the faid Transfers, or any of them; any other Law or Statute to the contrary notwithftanding. Affignee of XX. And it is hereby enafted and declared, That all Perfons who fhall accept any Affignment or Stock liable to Transfer of any Stock from any Contributor, who fhall have paid only Part of the Contribution-Money bay the Re6diief r the fame upon this Aft, fhall be liable to pay the Refidue of the faid Contribution-Money, and to fuch- Money unpaid"' ^ or ^ tures ^ or N° n -P a y men t thereof, as the original Contributor would have been liable, if no fuch Transfer had been made. No Contribution XXI. Provided always, That no Perfon or Perfons whatfoever fhall or may purchafe or obtain, or be alter 29 Sept. admitted to purchafe or obtain any of the Annuities, at the Rate aforefaid upon this Aft, unlefs the whole I7 '5" or one fifth Part at leaft of the Confideration-Money for the fame, at fuch Rate as aforefaid, be advanced and paid to the faid Cafhier, on or before the faid twenty-ninth Day of September one thoufand feven hundred and fifteen. Penalty for not XXII. Provided alfo, That in cafe any fuch Contributor, as aforefaid, who fhall, on or befora rig by the the faid twenty-ninth.
