' the faid late Earl, or other Perfon or Perfons authorized to make the fame, for conveying the faid Tallies ' and Ord.rs to fuch Perfons, and to fuch Ufes, as in the faid recited Aft are fpecified, and all other Af- ' fignments, whether endorfed or otherwife, made hy virtue of and fubfequent to fuch endorfed Affign- j ' menis, fhould be good in Law, fo as an Entry or Memorandum of fuch fubfequent Alignments be made ' in the faid Office of the Receipt, before the twenty-ninth Day of September one thoufand feven hundred, ' as by the faid feveral Acts (Relation being thereunto refpedtively had) may more fully appear: And ' whereas feveral of the faid Tallies which were ftruck, and the Orders thereupon drawn, for Payment of ' fuch reverfionary Annuities, as aforefaid, in the Name of the faid late Earl, and which were affigned by 1 him, as aforefaid, have been affigned over by feveral fubfequent Affignments, by endorfing the Name of 4 the Affignor on the Order, or otherwife, and it is doubted whether fuch fubfequent Affignments made on ' the Back of the fame Orders (not being entred within the Time limited by the faid former Aft) be good ' and valid in the Law :' Nov/ to the End that all Perfons who now are, or at any Time hereafter fhall or may be pollened of or interefted in any of the faid Tallies and Orders, may have and be inverted in a good and lawful Title to the fame ; It is hereby enafted by the Authority aforefaid, That all and every the faid endorfed Affignments, made or to be made in purfuance of and fubfequent to any the faid Affignments of the faid late Earl (whether fuch fubfequent Affignment be or fhall be made by Writing the Name or Names of the refpeftive Affignor or Affignors on the Backfide of the faid Orders, or otherwife) fhall be as good and efteftual in the Law, as if each and every fuch fubfequent Affignment had been executed in every Par- ticular in the Manner prefcribed by the Aft ftrft above-mentioned, relating to the faid Tallies ami Orders ; and that an Entry or Memorandum of every fuch fubfequent Affignment (touching which no Entry or Memorandum hath already been made purfuant to the faid former Aft) fhall and may be made in- the faid I Office of the Receipt, fo as an Affidavit be produced to the Auditor of the Receipt of his Majefty's Ex- chequer, that the Name or Names of the refpeftive Affignor or Affignors fet to every fuch fubfequent Af- fignment foto be entred, is the proper Hand-writing of every fuch Affignor refpedtively, as the Perfon, ma- king fuch Affidavit or Affidavits verily believes, and fo as every fuch fubfequent Affignment (by endorfing the Name, or otherwife) made before the fifth Day of December one thoufand feven hundred and eighteen, be brought to be entred at the faid Office within two Months after the faid fifth Day of Decembr one thoa- fand feven hundred and eighteen, and fo as every fuch fubfequent Affignment to be made after the faid fifth Day of December one thoufand feven hundred and eighteen, be brought to be entred in the fa-id Office within two Months after making the fame refpeftively; any Thing in the faid former Acts, or any of them, contained to the contrary notwithstanding. And for preventing the counterfeiting of any Stamp or Stamps, Seal or Seals which have been or Leather may or- *° a ^ ^e appointed to be ufed, to denote the charging of the Duties, or of the additional Duties, which by «icr new Sumps feveral Afts, the one made in the ninth, and the other in the tenth Years of the Reign of her late Majefty as Occafion Queen Anne, are fet and impofed upon Hides and Skins, and Pieces of Hides and Skins and upon Vellum ftall require. ^ an j Parchment, tanned, tawed, dreffed or made : Be it enafted by the Authority aforefaid, That the Com- miffioners which for the Time being are or fhall be appointed for the Receipt, Government and Manage- ment of the faid Duties, or additional Duties, arifing in England or Wales, or Town of Berwick upon Tweed, or the major Part of them, and alfo the Commiffioners which for the Time being are or fliall be appointed for the Receipt, Government and Management of the faid Duties, or additional Duties, arifing in that Part of Great Britain called Scotland, fhall refpeftively have full Power and Authority, and hereby are refpeftively impowered and authorized, from Time to Time, when and fo often as they refpeftively . fhall fee Occafion, to direct, caufe and procure new Stamps or Seals to be made for the marking and (lamp- ing of all fuch Hides and Skins, and of Pieces of Hides and Skins, and of Vellum and Parchment, as fhall refpeftively be tanned, tawed, drefTed or made, either in England or Wales, or Town of Berwick upon Tiveed, or in that Part of Great Britain called Scotland, and to be made ufe of for the refpeftive Purpofes before mentioned, in the Lieu and Stead of fuch other Stamps, Marks or Seals, as before the refpeftive Time and Times of providing and appointing fuch new ones, fhall refpeftively have been ufed for the Purpofes before mentioned; and that fuch new Stamps and Seals fo to be provided,, as aforefaid, from the refpeftive Time and Times when they refpeftively fhall be fo, as aforefaid, ordered to be ufed for the refpeftive Purpofes aforefaid, fhall refpeftively be and are hereby dc lared to be the legal and authentick Stamps and Seals refpeftivdy, to be made ufe of for the refpeftive Purpofes before mentioned ; and that Penalty for the counterfeiting or forging any Stamp or Seal, to refemble any Stamp or Sea], which in purfuance counterfeiting of this Aft fhall hi fo, as aforefaid, direfted or ordered, or the counterfeiting or refcmbling of the Im- the new Stamps, preilioii of any fuch Stamp or Stamps, Seal or Seals fo direfted or ordered, as aforefaid, on any Hide or Skin, or Piece of any Hide or Skin, or on any Vellum or Parchment, whereby to defraud his faid Majefty, his Heirs or SucccfTors, of any of the Duties impofed or charged by the faid Afts, or either of them . or the uttering, vending or felling any Hide or Skin or any Piece of any Hide or Skin, or any Vellum or Parchment, with fuch counterfeit Mark or Impreffion thereupon, knowing fuch Mark or lm- preffion to be counterfeited, fliall render and make the Offender and Offenders therein fubjeft and liable to the like Penalties, Forfeitures and Pains of Death, as is and are mem toned and expreiled in the faid Aft 9 Ann. c 11. maf j e j n the faid n i nt h Year of the Reign of her faid late Majefty Queen June. And for the better ascertaining the faid Duties, and for preventing the carrying on of Frauds between the Officers for the faid Duties and the Traders and Dealers in the Manufactures and Goods charged with the faid Duties ; and to the Intent that Hides and Skins and Pieces of Hides and Skins, and Vellum and Parchment, after they have been weighed, and taken an Account of by the Officers for the faid Duties, may again be weighed and taken account of by the Supervifors and Surveyors for the faid Duties : Be it z enafted 9 Ann, c.
