C ^' TJ5T HERE AS it is notorious, that many evil-difpofed and wicked Perfons have, in Defiance of W the knov/n Laws of this Realm, and to the great Difhonour thereof, unlawfully affembled and aflbciated themfelves in and about a certain Place in the Parifh of Saint George in the County of Surrey, commonly called or known by the Name of Suffolk-Place, or the Mint, and have affumed to themfelves (by unlawful Combinations and Confederacies) pretended Privileges, altogether fcandalous and unwar- rantable, and have committed great Frauds and Abufes upon many of his Majefty's good Subjects, and by Force and Violence protected themfelves, and their wicked Accomplices, againft Law and Juftice : And whereas it is evident, that an Aft made in the eighth and ninth Years of the Reign of his late Ma- 8 &9W.3.027. * jefty King William the Third, intituled, An Ac! for the more effectual Relief of Creditors in Cafes of ' Efcapes, and for preventing Abufes in Prifons and pretended privileged Places, hath not proved effectual with"- - in the faid Place, commonly called Suffolk-Place, or the Mint; and it is abfolutely necefiary, that fur- ther Provifion fhould be made for more effectually abolifhing the pretended Privileges aforefaid, and for bringing all Offenders in the Premiffes to more fpeedy and exemplary Juftice :' May it therefore. pleafe your moft ExcellentMajefty, that it may be enacted ; And be it enacted by the King's moft Excellent Ma- jefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prelent Parliament affembled, and by the Authority of the fame, That if any Perfon or Perfons fhall, af- ter the tenth Day of Otlober one thoufand feven hundred and twenty three, within the faid Place, com- monly called Suffolk-Place, or the Mint, in the Parifh of Saint George in the County of Surrey, or within Perfons oppoling any the Limits, or pretended Limits thereof, knowingly and wilfully obftruct or oppofe any Perfon or the Execution of Perfons, ferving, or endeavouring or attempting to ferve or execute any Writ, or any Rule or Order of ^ Vnt6 ' ■i'T t0 an y Court of Law or Equity, or other legal Procefs whatfoever, or any Efcape Warrant, or any Warr. nt epuni.- ' or Warrants of any Juftice or Juftices of the Peace, or fhall affault or abufe any Perfon or Perfons ferving! or executing any fuch Writ, Rule, Order, Procefs or Warrant, or for having fo done, whereby any fuch Perfon or Perfons fhall receive any Damage or bodily hurt; every Perfon fo knowingly and willingly offending in the Premiffes, being thereof lawfully convicted, fhall be adjudged guilty of Felony, and fhail be tranfported to fome or one of his Majefty's Colonies or Plantations in America, by fuch Ways, Means and Methods, and in fuch Manner, and for fuch Time, and under fuch Pains and Penalties, as Felons in other Cafes are by Law to be tranfported. II. And be it enacted by the Authority aforefaid, That after the tenth Day of Oclober one thoufand fe- ven hundred and twenty-three, upon any Complaint or Complaints at any Time or Times to be made to any three or more Juftices of the Peace of the County of Surrey, by any Perfon or Perfons, who have or hath, or fhall have any Debt or Debts, Sum or Sums of Money, due or owing to him, her or them, from any Perfon or Perfons now being, or which hereafter fhall be or refide within the faid Place or Places, commonly called Suffolk-Place, or the Mint, or within any the Limits, or pretended Limits thereof (fuch Creditor having any legal Writ or Procefs taken out for profecuting Recovery, or levying any fuch Debt or Debts, Sum or Sums of Money, and making Oath before fuch Juftices of the Peace, or any of them, that a Debt or Debts, exceeding fifty Pounds at the leaft, is juftly due to him, her or them, from the Perfon or Perfons againft whom fuch Complaint fhall be made, and that fuch Creditor verily believes, that fuch Perfon or Perfons doth then refide or remain within fuch Place or Places as aforefaid) It fhall and may be lawful to and for the faid Juftices of the Peace, or any three or more of them, and they are hereby authorized and impowered, in all and every fuch Cafe and Cafes (if they in their Difcretions fhall Juftices may iffue find it to be requifite) to iffue their Warrant or Order, from time to time, to the Sheriff" of the County Warrants to the of Surrey, or to the Bailiff of the Liberty of the Borough of Southwark, for the Time being, thereby Sli "'f' jf C p f ^ ftrictly enjoining and requiring him or them, his or their refpective Deputy or Deputies, Officer or Of- &c?tcf arreft °&c! ^ cers .
