And for preventing the clandeftine carrying the {aid Coffee, Tea or Cocoa Nuts out of the Every Ware- faid Warehoufes, Be it "enadted by the Authority aforefaid,^ That the Keeper or Keepers of the faid houfe-keeper to Warehoufe and Warehoufes, who fhall be appointed by the Commiflioners of hisMajefty's Cuftoms, and keepaB^ok for the Perfon or Perfons, who fhall be appointed by the Commiflioners of the faid Inland Duties granted entring all fcy tlirs A 61 to attend the faid refpeclive Warehoufes, fhall each of them keep one or more Book or Books, wherein they fhall refpeclively and feparately fairly enter in Writing an exadl, particular, and true Ac- count of all Coffee, Tea and Cocoa Nuts, which from time to time fhall be brought into and carried out of the refpeclive Warehoufe or Warehoufes, to which he or they fhall refpeclively belong, and the Days and Times when the fame fhall be fo brought in and carried out, and how much thereof was de- livered out, to be confumed and fpent in Great Britain, and how much for Exportation, and the Names cf the refpeclive Perfon or Perfons, to whom or for whofe Ufe the fame was delivered out, and fhall at the End of every fix Months, or oftner, if required, tranfmit in Writing an Account thereof upon Oath to the refpeclive Commiflioners of the Cuftoms, and for the faid Inland Duties hereby granted for the Time being, under whom they refpeclively ferve, together with an exadl Account of how much fliall be re- brought in and all carryed out, and to tranfmit Acounts. At the End of every fixMonib or fooner if re- quired. If upon examin- .rg fuch Ac- counts, it fhall appear that any fuch Coffee, &c. has been unduly delivered out, fuch Warehoufe- keeper to be in- capable of any Office, and to forfeit 100 1. Proprietor of fuch Coffee, and fuch Warehoufe- keeper, each to have a Lock and Key. Warehoufe- maining in the refpeclive Warehoufe or Warehoufes to which they refpeclively belong; and the faid Commiflioners of the Cuftoms, and the Commiflioners for the faid Inland Duties, feverally and refpeclively are hereby required, and enjoined, within one Month after the fame fhall be refpeclively tranfmitted to them as aforefaid, to appoint one or more Perfon or Perfons to infpeel the faid refpeclive Book or Books, Warehoufe or Warehoufes, and to examine the fame Accounts; and if upon Examination it fhall appear that any of the faid Coffee, Tea or Cocoa Nuts, were delivered out otherwife than as aforefaid, or before Payment of his Majefty's Inland Duties for fuch of the faid Coffee and Tea, as fhall have been fold to be confumed in Great Britain, or giving fuch Security as aforefaid for fuch of the faid Coffee or Tea, which fhall be delivered out for Exportation as aforefaid, then the Warehoufe-keeper or Warehoufe- keepers, and Officer or Officers refpeclively offending therein, fhall not only be difabled to hold or en- joy any publick Office or Employment, but fliall alfo forfeit and lofe, for every fuch Offence, the Sum of one hundred Pounds. XXX. And be it further enacled by the Authority aforefaid, That it fhall and may be lawful for the Proprietor or Proprietors of the faid Coffee, Tea or Cocoa Nuts, fo to be lodged in any fuch Warehoufe or Warehoufes as aforefaid, to affix one Lock to every fuch Warehoufe, the Key of which fhall remain in the Cuftody of fuch Proprietor or Proprietors, and to and for the Officer or Officers to be appointed by the faid Commiflioners for the faid Inland Duties to attend fuch Warehoufe or Warehoufes, to affix one other Lock upon every fuch Warehoufe or Warehoufes, the Key whereof to remain in the Cuftody of the faid Officer for the faid Inland Duties; and the faid Proprietor and Proprietors fhall and may, in keeper to attend the Prefence of the faid Warehoufe-keeper or Warehoufe-keepers, and Officer or Officers appointed for at reatonable the f a [^ J n ]and Duties (who are hereby obliged to attend at all reasonable Times for that Purpofe) view, Times. ^ ort an j rece j ve out f the faid Warehoufe or Warehoufes, the faid Coffee, Tea or Cocoa Nuts, or any Part thereof in Manner following; that is to fay, Such of the faid Coffee or Tea which (hall be fold to be confumed in Great Britain, upon paying the Inland Duties hereby charged thereon, to the Perfons and in the Manner herein before prefcribed; and fuch of the faid Cocoa Nuts as are intended to be made into Chocolate in Great Britain, upon making an Entry thereof in the Manner before prefcribed, and giving Permits and Certificates as is before directed; and fuch of the faid Coffee, Tea and Cocoa Nuts as fhall be fold for Exportation, upon giving fuch Security as is before in that Behalf expreffed. XXXI. And for the more effedtual fecuring the faid Inland Duties upon Coffee by this A61 impofed, Be it further enacled by the Authority aforefaid, That it fhall and may be lawful to and for the Com- miflioners for the faid Inland Duties for the Time being, or the major Part of them, if they fhall think it convenient and neceffary, from time to time to provide fuch and fo many Houfes as they fliall judge expedient, and at fuch Places as they fliall think moft proper, for the roafting of all fuch Coffee-Berries as fhall be brought to them refpedtively for that Purpofe, and fhall conftitute and appoint fuch Officers as- they fhall think neceffary for attending the fame, and one or more Perfon or Perfons at each Houfe, well fkilled in the roafting of Coffee who are conftantly to attend at fuch Roafting-Houfe for that Pur- pofe, and alfo proper Materials for the roafting thereof; to which all Importers, Sellers and Dealers in Coffee, either by Wholefale or Retail, or any other Perfon or Perfons whatfoever, may refort to have their Coffee-Berries roafted, bringing a Certificate from fome or one of the Officers for the faid Inland Duties, that the Duty of fuch Coffee-Berries, fo brought to be roafted, hath been paid, or that the fame was Part of the Stock in Hand of fome Dealer in Coffee on the faid twenty-fourth Day of Ju;.e one thou- fand fever, hundred and twenty-four, or that the fame had been condemned as forfeited; for the roafting of which Coffee no more fhall be paid than eight Shillings for every one hundred Weight Averdupois thereof, and in that Proportion for a greater or leffer Quantity. XXXII. Provided always, and it is hereby enacled by the Authority aforefaid, That it fhall and may be lawful to and for all Sellers and Dealers in Coffee, either by "Wholefale or Retail, to appoint fuch Perfon or Perfons as he or they fhall refpe6tively think proper for the roafting of their Coffee-Berries in fuch Houfes to be provided as aforefaid, who fhall be permitted to roaft the fame therein accordingly, paying only three Shillings for every hundred Weight thereof, and in that Proportion for a greater or leffer Quantity. XXXIII. And be it further enacled by the Authority aforefaid, That, from and after the providing of fuch Roafting-Houfes, and during the Continuance of the fame for the Purpofes aforefaid, no Coffee- Commiffioners for the Inland Duties may pro- vide Roafting- houfes, and Offi- cers to attend. 8 s. per hundred Weight, and proportionately, for roafting Coffee- Berries. Sellers and Dealers may fend their own Roaffer, paying 3 s. per hundred Weight, and proportion- ally. During the con- tinuing fuch Houies, no Coffee-Berries to be roafted elfwhere, on forfeiting the Coffee and 5 s. per Pound, Berries
