P R. « TT7HEREAS the Riches, Strength and Profperity of this Kingdom depend on the Trade thereof: pJ^ c t ita ' a of t ^ e ' VV And whereas the introducing and improving fuch new Arts and Inventions as will imploy great jSf™" 4 Numbers of our Poor, keep our Money at home, and increafe the profitable Trade carried on by the 4 Exportation of our own Manufactures, tend greatly to the fecuring and enlarging the general Trade and ' Commerce of Great Britain, and ought by all proper Ways and Means to be encouraged : And whereas 4 Thomas Lombe of London, Merchant, now Sir Thomas Lombe, Knight, did with the utmoit Difficulty and
- Hazard, and at a very great Expence, difcover the Arts of making and working the three Capital En-
' gines made ufe of by the Italians to make their Organzine Silk, and did introduce thofe Arts and In- 4 ventions into this Kingdom : And whereas his late Majefty King George was gracioufly pleafed, by 4 his Letters Patents bearing Date the ninth Day of September in the fifth Year of his Reign, under the 4 Great Seal of Great Britain, to give and grant unto the faid Thomas Lombe, now Sir Thomas Lombe, 4 his Executors, Administrators and Alligns, efpecial Licence, full Power, fole Privilege and Authority 4 to exercife, work, ufe and enjoy his new Invention of three forts of Engines by him the faid Thomas 4 Lombe found out, never before made or ufed in Great Britain, one to wind the fineit Raw Siik, an- 4 other to fpin, and the other to twill the fineft Italian raw Silk into Organzine, within that Part of 4 the Kingdom of Great Britain called England, the Dominion of Wales, and the Town of Berwick 4 upon Tweed, and the whole Profit, Benefit, Commodity and Advantage from Time to Time coming, ' growing, accruing and arifing by Reafon of the faid Invention, during the full Term of fourteen 4 Years from the Date of the faid Letters Patents, according to the Statute in that Cafe made and pro- 4 video, and did thereby require and ftriclly command all and every other Perfon or Perfons, Bodies Po- 4 litick and Corporate, within that Part of the Kingdom of Great Britain called England, the Dominion. 4 of Wales, and Town of Berwick upon Tweed aforeiaid, that neither they nor any or them do directly or 4 indirectly make, ufe or put in Practice the faid Invention or any Part of the fame, during the faid 4 Term : And whereas the faid Sir Thomas Lombe fince the granting the faid Letters Patents hath at a far- 4 ther great Expence erected large Buildings, and therein fet up the faid Engines or Machines, and put 4 the faid Invention in Ufe and Practice on the River Derwent at the Town of Derby, for making Organ- 4 zine Silk, and applied himfelf with the utmoit. Care and Diligence to improve the fame, in order to 4 render it of the greater Ufe and Benefit to this Kingdom ; but by reafon of the long Time required to 4 finifh and compleat the faid Buildings and Engines, and to initruct fo great a Number of People as were 4 necefiary to work the faid Engines, and the great Obftruction this Undertaking received by the King of 4 Sardinia's prohibiting the Exportation of the raw Silk, which the faid Engines were made to work, and 4 afterwards by Reafon of the great Difficulty of bringing the Manufacture to full Perfection, which 4 could not be effected by the moft diligent Application, until about a Year ago, the faid Sir Thomas Lombe 4 has been deprived of the Benefit intended by the faid Letters Patents ;' Therefore, for providing a pro- per Recompence to the faid Sir Thomas Lombe, and preferving the faid Invention for the Benefit of the Trade of this Nation ; may it pleafe your Majefty that it may be enacted, &c. 14,000/. to be paid to Sir T. Lombe by the Crown, in cafe of his allowing a perfect Model to be taken of his new invented Engines. CAP. IX. An Aft to explain an Aft made in the laft SefTion of Parliament, intituled, An Aft for importing from his Majefly's Plantations in America, direclly into Ireland, Goods not enume- rated in any AM of Parliament, fo far as the faid Aft relates to the Importation of foreign Hops into Irelaitd. ' IX/HEREAS by an Act made in the ninth Year of the Reign of her late Majefty Queen Anne, a Recital of the ' W intituled, An Ac! for laying a Duty upon Hops, it was provided and enacted, That no Perfon or Aft 9 Ann. c. 12. 4 Perfons whatfoever fhould import or caufe to be imported into the Kingdom of Ireland from Flanders, or ' any other Parts whatfoever (other than from Great Britain) any Hops whatfoever, which Duties upon
