' only the Produce thereof in thofe Parts, but alfo the Exportation thereof would be greatly increafed,

  • for the mutual Benefit of this Kingdom and the faid Province, if (notwithftanding the Laws relating to
  • Navigation and Trade to and from the Plantations] Liberty or Licence were granted for Ships built in

' and failing from Great Britain, to load Rice in the faid Province, and to carry the fame directly to any

  • Ports of Europe lying Southward of Cape Finifterre, without bringing the fame firft to Great Britain,

  • Condition for the Confumption thereof, and prevent their being fupplied with the fame Commodity

' from other Countries :' For this End, and for providing proper Securities for your Majefty's Duties, and for preventing any Prejudice or Damage to this Nation, which might happen thereby from any other unlawful Commerce between the Plantations and any other foreign Countries, as to any other enumerated Commodities, or otherwife; May it therefore pleafe your moft Excellent Majefty that it may be enacted, and be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent cf the Lords Spiritual and Temporal and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That the faid Act pafTed in the third and fourth Years of the Reign of her faid late Majefty, Aft ? &. 4 Ann. fo far as the fame extends to the making of Rice of the Growth and Produce of his Majefty's Plan- RJce an'mumc- tations in America an enumerated Commodity, (hall be and is hereby ratified and confirmed, as to all rated Commodi- Perfons, Ships, Veffels or Places, in all Refpects whatfoever, except only as to fuch of the faid Rice as ty confirmed; by this Act (hall be permitted or allowed to be exported from his Majefty's Province of Carolina in Ame- c*rXna! ° m rica, by fuch Perfons, and in fuch Ships and Veffels, and to fuch foreign Countries and Places, and under fuch Entries, Securities, ReftrieVions, Regulations, Limitations, Penalties and Forfeitures as are herein after particularly defcribed, appointed, limited and enacted for that Purpofe.
