C. 13. 147 Publiclc Service; Be it further enacted by the Authority aforefaid, That in cafe the Commiffioners Commirtioners of the of his Majefty's Treafury, or any three or more of them now being, or the High Treafurer, or any Treafury, if they fliaH three or more of the Commiffioners of the Treafury for the Time being, fhall judge it more advife- ftinkitmweacIvifcaSJe able to raife the (aid Sum of two millions, or any Part thereof, by Exchequer Bills, inftead ofjuch ariyPart theVeofrwl" Loans as aforefaid, that then they refpedtively are hereby authorized and impowered, at any Time chequer Bills, may make or Times, to prepare and make, or caufe to be prepared and made, at the Exchequer, any Number out any Number of new of new Exchequer Bills, for any Sum or Sums of Money, not exceeding in the Whole the faid Sum Exchequer Bills for the of two millions, together with fuch Loans aforefaid, in the fame or like Manner, Form or Order, ar!d Form'a is*> nn " .and according to the fame or like Rules and Directions, as in and by a certain Act of this prefent f cr ;bed by the Malt Ac! -Seffion of Parliament, intituled, An Ac! for continuing and granting to bis Majejly certain Duties upon of this Seffion. Malt, Mum, Cyder and Perry, for the Service of the Year one thoufand feven hundred and fixty-four, are enacted and prefcribed, concerning the Exchequer Bills to be made in purfuance of the faid Act. VIII. And be it further enacted by the Authority aforefaid, That all and every the Claufes, Pro- claufes in the faid A-it vifoes, Powers, Privileges, Advantages, Penalties, Forfeitures and Difabilities, contained in the faid relating to Exchequer laft-mentioned Act, relating to the Loans or Exchequer Bills, authorized to be made by the fame Bl "-j cx ' e,ulcd •» tlj01 «  Act (except fuch Claufes as do charge the fame on the Taxes granted by the fame A<3, and except fuancc™' "thiTAft 1 ""'" fuch Claufes as limit the Rate of Intereft to be paid for the Forbearance of Money lent on the Credit of the faid A<5rJ fhall be applied and extended to the Exchequer Bills, to be paid in purfuance of this Act, as fully and effectually, to all Intents and Purpofes, as if the faid Exchequer Bills had been ori- ginally authorized by the faid laft-mentioned Aft, or as if the faid feveral Claufes or Provifoes had been particularly repeated and re-enacted in the Body of this prefent Act. IX. And be it enacted- by the Authority aforefaid,. That all the Exchequer Bills which fliall be The faid Bills, Intereft, made in purfuance of this Act, and the Intereft, Premium, Rate and Charges incident to, or attend- Premium and Charges, ing the fame, fhall be and are hereby charged and chargeable upon, and fhall be repaid and borne P aya p lc ° ut of the Sln!c " by and out of the growing Produce of the faid Surplufles, Exceffes, and Overplus Monies, or other lns un ' Revenues compofing the Sinking Fund (except fuch Monies of the faid Sinking Fund as are appro- priated to any particular Ufe or Ufes by any former or other Act or Acts of Parliament in that Behalf), and fuch Monies of the faid Sinking Fund fhall and may be iftued and applied, as foon as the fame can be regularly ftated and afcertained, for and towards the paying off, cancelling and discharging fuch Exchequer Bills, Intereft, Premium, Rate or Charges, until the Whole of them fhall be paid off, cancelled and difcharged, or Money fufficient for thatPurpofe be kept and referved in the Exchequer, to be payable on Demand to the refpective Proprietors thereof. X. And be it declared and further enacted by the Authority aforefaid, That it mall and may be The Bank impowered lawful for the Governor and Company of the Bank of England, to advance or lend to his Majefty in t0 advance, on the faid like manner at the Receipt of the Exchequer, upon the Credit of Loan granted by this Act, any Sum ^ e ^ a ^"^din"'™ or Sums of Money not exceeding in the Whole the Sum of two millions ; any Thing in an Act made ftl0 Ge«>o»l. the Aft in the fifth and fixth Years of the Reign of King IVilliam and Queen Mary, intituled, An Aclfor & 6 w. & m. c za. granting to their Majefties feveral Rates and Duties uponTonnage of Ships and Veffels, and upon Beer, Ale, notwithstanding, and other Liquor .r, for fecuring certain Recompences and Advantages in the faid Act mentioned, to fuch Per- fons as fhall voluntarily advance the Sum of one ?nillionfive hundred thoufand Pounds, towards carrying on the War againfl France, to the contrary thereof in any wife notwithstanding. ' XL And whereas by the eighth Rule annexed to the Book of Rates referred to in the Act of

  • Tonnage and Poundage, paffed in the twelfth Year of the Reign of King Charles the Second, every

' become a Practice for feveral Merchants to lodge Spanijh, Portugal, and other Wines at the Iflands ' of Guernfey and Jerfey, and, after they have filled up the Cafks there, to import fuch Wines into ' this Kingdom, and demand the before mentioned Allowances for Leakage, notwithftandina; the ' Cafks are quite full ; to the leffening of his Majefty's Revenue, and the Prejudice of other Mer-

  • chants who import Wines directly from the Place of their Growth :' For Remedy whereof, and in

order to put all Merchants upon a more equal Footing ; Be it enacted by the Authority aforefaid, That from and after the firft Day of May one thoufand feven hundred and fixty-four, no Merchant The former Allowance fhall be allowed twelve per Centum, or have any Allowance for Leakage upon any Wine imported of «'• percent, for into this Kingdom, unlefs fuch Wine be imported directly from the Country or Place of the Growth ^"^j up £ °^ in e i of the faid Wine, or the ufual Port or Place of its firft Shipping, except only Madeira Wines im- '^lTrefpeti^dnu-h ported into this Kingdom from any of the Britijh Colonies or Plantations in America, or from the wines as (hall not be Eaft Indies ; any Thing in the faid recited Rule, or any Law, Cuftom or Ufage to the contrary not- imported directly from withftanding. And whereas feveral Bills commonly called ExcJiequer Bills, feveral Tickets commonly called win^rteepied.^ ' LotteryTickets, feveral Orders and Certificates made forth in lieu of the faid Lottery Tickets, and

  • as alfo feveral Receipts of theCafhiers of the Governor and Company of the Bank of England, or

' fome of them, for. Monies contributed there for the Purchafe of Annuities transferable in the

  • Books of the faid Governor and Company, or for other Monies payable there in purfuance of Acts

' of Parliament, have by Cafualty or Mifchance been loft, burnt, or otherwife deftroyed ; which

  • Exchequer Bill's, Lottery Tickets, Certificates, Receipts, Annuity Orders, and other Orders of
