Friday JOURNAL August ?r 7 On the question to agree to the x3 clause of the 1st sect. 7 article amended as follows "To subdue a rebellion in any State against the govern- "ment thereof on the application of it's Legislature? or with- "out when the Legislature cannot meet" it passed in the negative [Ayes m 4; noes m 5.] ["To subdue rebellion" Ayes -- z; noes -- 4; divided M i.]s It was moved and seconded to strike out the word "make" and to insert the word "declare" in the ?4th clause which passed in the negative [Ayes m 4; noes -- 5.] It was moved and seconded to strike out the I4 clause which passed in the negative. The question being again taken to strike out the word "make" and to insert the word "declare" in the 14 . clause it passed in the affirmative [Ayes M 8; noes- I.] It was moved and seconded to add the words "and to make peace" to the 14 clause which passed in the negative [Ayes ? o; noes ? Io.] Separate questions having been taken on the 9? Io? II, x2, and I4 clauses of the ?st section, 7 article as amended.
