An agency will satisfy the re- quirements of this subsection if it makes available to beneficiaries or enroll- ees consumer-directed health care insurance products. Sec. 4. Implementation Date. Agencies shall comply with the requirements of this order by January l, 2007. Sec. 5. Administration and Judicial l?eview. (a) This order does not assume or rely upon additional Federal resources or spending to promote quality and efficient health care. Further, the ac- tions directed by this order shall be carried out subiect to the availability of appropriations and to the maximum extent permitted by law. (b) This order shall be implemented in new contracts or new contract cy- cles as they may be renewed from time to time. Renegotiation outside of the normal contract cycle processes should be avoided. (c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person. Executive Order 13411 of August 29, 2006 Improving Assistance for Disaster Victims By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. 512\177 et seq.) (the "Stafford Act"), and to take further actions to improve the delivery of Federal disaster assistance, it is hereby ordered as follows: Section 1. Policy. It is the policy of the Federal Government to ensure that individuals who are victims of a terrorist attack, natural disaster, or other incident that is the subject of an emergency or major disaster declaration under the Stafford Act, and who are thereby eligible for financial or other assistance delivered by any department or agency of the executive branch (Federal disaster assistance), have prompt and efficient access to Federal disaster assistance, as we]] as information regarding assistance available from State and local government and private sector sources. Sec. 2. Task Force on Disaster Assistance Coordination. (a) P]an to Im- prove Delivery of Federal Disaster Assistance. To further the policy in sec- tion \177 of this order, there is established the interagency "Task Force on Dis- aster Assistance Coordination" (Task Force). The Task Force shall develop a plan to streamline and otherwise improve the delivery of Federal disaster assistance (Plan). The Plan shall: (i) include an inventory of Federal disaster assistance programs and as- sess the effectiveness of their respective delivery mechanisms; 242
