Title 3--The President Presidential Determination No. 2007-3 of October 16, 2006 Provision of U.S. Drug Interdiction Assistance to the Government of Brazil Memorandum for the Secretmy of State [and the] Secretmy of Defense Pursuant to the authority vested in me by section 1012 of the National De- fense Authorization Act for Fiscal Year 1995, as amended (22 U.S.C 229\177- 4), I hereby certify, with respect to Brazil, that (\177) interdiction of aircraft reasonably suspected to be primarily engaged in illicit drug trafficking in that country's airspace is necessary because of the extraordinary threat posed by illicit drug trafficking to the national security of that country; and (2) that country has appropriate procedures in place to protect against inno- cent loss of life in the air and on the ground in connection with such inter- diction, which shall at a minimum include effective means to identify and warn an aircraft before the use of force is directed against the aircraft. The Secretary of State is authorized and directed to publish this determina- tion in the Federal Register and to notify the Congress of this determina- tion. GEORGE W. Notice of October 19, 2006 Continuation of the National Emergency With Respect to Significant Narcotics Traffickers Centered in Colombia On October 2% \177995, by Executive Order 12978, the President declared a national emergency pursuant to the International Emergency Economic Powers Act (50 U.S.C. \17770\177-\177706) to deal with the unusual and extraor- dinary threat to the national security, foreign policy, and economy of the United States constituted by the actions of significant narcotics traffickers centered in Colombia, and the extreme level of violence, corruption, and harm such actions cause in the United States and abroad. The order blocks all property and interests in property that are in the United States, or within the possession or control of United States persons, of foreign persons listed in an annex to the order, as well as of foreign per- sons determined to play a significant role in international narcotics traf- ficking centered in Colombia. The order similarly blocks all property and interests in property of foreign persons determined to materially assist in, or provide financial or technological support for or goods or selwices in support of, the narcotics trafficking activities of persons designated in or pursuant to the order. In addition, the order blocks all property and inter- ests in property of persons determined to be owned or controlled by, or to act for or on behalf of, persons designated in or pursuant to the order. The order also prohibits any transaction or dealing by United States persons or 318
