Executive Orders EO 13428 (a) Nothing in this order shall be construed to impair or otherwise affect (i) authority granted by law to an agency or the head thereof, or (ii) func- tions of the Director of the Office of Management and Budget relating to budget, administrative, or legislative proposals. (b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations. (c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity, against the United States, its departments, agencies, entities, officers, employees, agents, or any other person. Executive Order 13427 of March 7, 2007 Extending Privileges and Immunities to the Permanent Observer Mission of the Holy See to the United Nations By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 7(b) of the Department of State Authorities Act of 2006 (22 U.S.C. 2881), I hereby extend to the Permanent Observer Mission of the Holy See to the United Nations in New York, and to its members, the privileges and immunities enjoyed by the diplomatic missions of member states to the United Nations, and members of such missions, subject to corresponding conditions and obligations. This extension of privileges and immunities is not intended to abridge in any respect privileges or immunities that the Permanent Observer Mission of the Holy See to the United Nations in New York and its members other- wise may have acquired or may acquire by law. Executive Order 13428 of April 2, 2007 Renaming a National Forest in the Commonwealth of Puerto Rico By the authority vested in me as President by the Constitution and the laws of the United States of America, including section i of the Act of June 4, 1897 (16 U.S.C. 473) and section i of the Act of July 1, 1902 (48 U.S.C. 746), and to rename the Caribbean National Forest in the Commonwealth of Puerto Rico, it is hereby ordered as follows: Section 1. The Caribbean National Forest in the Commonwealth of Puerto Rico is hereby renamed the "El Yunque National Forest." 203
