And be it further enacted That the field notes, maps, records, mms such and other papers mentioned m the first section of the act to which this pépgséc pcbsgnd is aniamendment, shall in no case hereafter be turned over to the auumml °° ° thor1t1es ot any State, until such State shall have provided bylaw for the reception and safe keeping of the same as public records, and for the allowance of free access to the same by the authorities of the United States, as herein provided.
