And be it further enacted, That the said commissioners, or either of them, may issue the writ of subpoena requiring the attendance S“bP°°““'· of witnesses before the said board, and that for any contempt in refusing obedience to such writ, the said board shall have the same power to inflict punishment now possessed by the district court of the United States.
