This Act may be cited as the "Agriculture, Rural Development, and Related Agencies Appropriations Act, 1987". (b) Such amounts as may be necessary for programs, projects or activities provided for in the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1987, at a rate of operations and to the extent and in the manner provided as follows, to be effective as if it had been enacted into law as the regular appropriations Act: "io:,fi-:
