SECTION 1. LAND CONVEYANCE, CECIL COUNTY, MARYLAND.
(a) AUTHORITY TO SELL.—Subject to subsections (b) through (f), the Secretary of the Navy may dispose of the real property (and improvements thereon) constituting the former Naval Training Center, Bainbridge, Cecil County, Maryland, by sale to private parties or transfer to other government agencies upon such terms and conditions as the Secretary determines to be in the public interest. (b) COMPETITIVE BIDDING REQUIREMENT.—The sale described in subsection (a) shall be conducted in accordance with competitive bidding procedures prescribed in section 2304 of title 10, United States Code. In no event may the property described in subsection (a) be sold for less than the fair market value thereof. (c) PROPERTY RESTORATION.—Before any sale, the Secretary shall. using any funds available for such purpose, restore such property to a condition that meets all applicable Federal and State of Maryland environmental protection regulations. (d) USE OF FUNDS.—Upon the sale of the property, the proceeds from the sale shall be used to reimburse the source from which funds were provided for property restoration under subsection (c). (e) LEGAL DESCRIPTION OF LAND.—The exact acreage and legal description of the property sold or exchanged under this section shall be in accordance with surveys that are satisfactory to the Secretary. (f) ADDITIONAL TERMS.—The Secretary may require such additional terms and conditions under this section as the Secretary considers appropriate to protect the interests of the United States.
