LIMITATION ON PROGRAM ACTIVITY
Notwithstanding the "limitation on program activity" contained in title IV of the Foreign Assistance and Related Programs Appropriations Act, 1987 in Public Law 99-500 and Public Law 99-591, during the fiscal year 1987 and within the resources and authority available, gross obligations for the principal amount of direct loans shall be reduced from $900,000,000 to $680,000,000 and shall be provided under the terms and conditions in the Foreign Assistance and Related Programs Appropriations Act of 1987 as they apply to the Export-Import Bank.

GENERAL PROVISIONS GUARANTY RESERVE FUND
Section 24(c) of the Arms Export Control Act is amended by 22 USC 2764. striking the second paragraph and inserting the following: "Funds provided for necessary expenses to carry out the provisions of section 23 of the Arms Export Control Act and of section 503 22 USC 2763. of the Foreign Assistance Act of 1961, as amended, may be used to 22 USC 2311. pay claims on the Guaranty Reserve Fund to the extent that funds in the Guaranty Reserve Fund are inadequate for that purpose.". REPEAL OF SECTION 2 1 5 (2)
Section 215(2) of title II of the Military Construction Appropriations Act, 1987 as contained in Public Law 99-500 and Public Law 99-591 is hereby repealed. }?83-307 ,,,
INTER-AMERICAN DEVELOPMENT BANK
It is the sense of the Congress that United States economic and foreign policy interests in the western hemisphere would be best served if the Secretary of the Treasury were to adhere to the Administration's proposal to modify the voting procedures within the Inter-American Development Bank to require that decisions be taken by the board by a voting majority of 65 percent of the voting shares. Funds provided for new development projects of private entities and cooperatives utilizing surplus dairy products may also be used for development projects that include surplus dairy livestock under the Dairy Termination Program.
