SEC. 2107. ADMINISTRATION AND ENFORCEMENT; REFUSE RECORD BOOKS; WASTE MANAGEMENT PLANS; NOTIFICATION OF CREW AND PASSENGERS. (a) ADMINISTRATION AND ENFORCEMENT, GENERALLY.—Section 4(a)

of the Act to prevent pollution from ships is amended to read as follows: "(a) Unless otherwise specified in this Act, the Secretary shall administer and enforce the MARPOL Protocol and this Act. In the administration and enforcement of the MARPOL Protocol and this Act, Annexes I and II of the Convention apply only to seagoing ships.". (b) REFUSE RECORD BOOKS; WASTE MANAGEMENT PLANS; NOTIFICATION OF CREW AND PASSENGERS.—Section 4(b) of the Act to Prevent

Pollution from Ships is amended by— (1) inserting "(1)" after "(b)"; and (2) adding at the end the following: "(2) The Secretary of the department in which the Coast Guard is operating shall— "(A) within 1 year after the effective date of this paragraph, prescribe regulations which— "(i) require certain ships described in section 3(a)(l) to maintain refuse record books and shipboard management plans, and to display placards which notify the crew and passengers of the requirements of Annex V to the Convention; and "(ii) specify the ships described in section 3(a)(l) to which the regulations apply; "(B) seek an international agreement or international gigreements which apply requirements equivalent to those described in subparagraph (A)(i) to all vessels subject to Annex V to the Convention; and "(C) within 2 years after the effective date of this paragraph, report to the Congress— "(i) regarding activities of the Secretary under subparagraph (B); and "(ii) if the Secretary has not obtained agreements pursuant to subparagraph (B) regarding the desirability of applying the requirements described in subparagraph (A)(i) to £dl vessels described in section 3(a) which call at United States ports.". SEC. 2108. COMPLIANCE WITH INTERNATIONAL LAW.

The Act to Prevent Pollution from Ships is amended by adding at the end the following: "SEC. 17. Any action taken under this Act shall be taken in accordance with international law.".

SEC. 2201. COMPLIANCE REPORTS.
(a) IN GENERAL.—Within 1 year after the effective date of this section, and biennially thereafter for a period of 6 years, the Secretary of the department in which the Coast Guard is operating, in consultation with the Secretary of Agriculture and the Secretary of Commerce, shall report to the Congress regarding compliance with
