The position created by this subsection shall be in addition to the number of positions placed in grade 18 of such General Schedule under section 5108 of title 5, United States Code. (c) INDIAN PREFERENCE.—
(1)(A) All professional staff within the Office of Indian Education shall have experience with Indian education programs. The Secretary shall give a preference to Indians in all personnel actions within the Office of Indian Education. Such preference shall be implemented in the same fashion as the preference given to any veteran referred to in subparagraph (A), (B), or (C) of section 2108(3) of title 5, United States Code. (B) The provisions of this paragraph shall apply to all personnel actions taken after the date of enactment of this Act. (2) The Secretary shall provide a one-time preference for qualified individuals who— (A) are not Indians, (B) are serving within the Office of Indian Education on the date of enactment of this Act, and , (C) desire to take another position in the Department of Education which is not within the Office of Indian Education and for which there is a vacancy. SEC. 5342. NATIONAL ADVISORY COUNCIL ON INDIAN EDUCATION. r \T r^ (a) IN GENERAL.—
(1) There is hereby established the National Advisory Council on Indian Education (hereafter in this subpart referred to as the "National Council"), which— (A) shall consist of 15 members who are Indians appointed by the President from lists of nominees furnished, from time to time, by Indian tribes and organizations, and (B) shall represent diverse geographic areas of the country. (2) Subject to section 448(b) of the General Education Provisions Act, the National Council shall continue to exist until October 1, 1993. (b) FUNCTIONS.—The National Council shall— (1) advise the Secretary with respect to— (A) the administration (including the development of regulations and of administrative practices and policies) of any program— (i) in which Indian children or adults participate, or (ii) from which they can benefit, including this part, and (B) adequate funding of such programs; (2) review applications for assistance under this part and make recommendations to the Secretary with respect to their approval; (3) evaluate programs and projects carried out under any program of the Department of Education in which Indian children or adults can participate or from which they can benefit, and disseminate the results of such evaluations; (4) provide technical assistance to local educational agencies and to Indian educational agencies, institutions, and organizations to assist them in improving the education of Indian children;
