"(4) A State that desires to participate in a project established under subsection (a) shall submit a written application to the Secretary in such form and containing such information as the Secretary may by regulation request. "(5) In awarding grants under subsection (a), the Secretary shall give preference to projects that demonstrate a comprehensive approach to the problems associated with drug abuse and provide evidence of broad community involvement and support, including the support of private businesses, law enforcement authorities, health care providers, local school systems, and local governments in the proposed demonstration project. "(6) Projects funded under this section shall be for a period of at least three years but in no event to exceed five years. "(7) The Secretary shall require, as a condition of awarding grants under this section, a systematic evaluation of the projects funded under this section on a long term basis to record the impact of such projects on treated individuals, and on the community as a whole. The methodology used in the evaluation shall be published in the Federal Register, Federal Register for comment before becoming effective. publication. (a) RESEARCH WITH RESPECT TO ALCOHOL ABUSE AND ALCOHOL-

ISM.—Section 513(a) of the Public Health Service Act (42 U.S.C. 290bb-2(a)) is amended by inserting before the period the following: ", and such sums as may be necessary for each of the fiscal years 1989 through 1991". (b) RESEARCH WITH RESPECT TO DRUG ABUSE.—Section 517 of the

Public Health Service Act (42 U.S.C. 290cc-2) is amended— (1) by striking "this subpart" and inserting "section 515"; and (2) by inserting before the period the following: ", $135,000,000 for fiscal year 1989, and such sums as may be necessary for each of the fiscal years 1990 and 1991". SEC. 2057. ESTABLISHMENT OF GRANT PROGRAMS FOR RESEARCH WITH RESPECT TO MENTAL HEALTH SERVICES.

Title V of the Public Health Service Act (42 U.S.C. 290aa et seq.) is amended— (1) by amending section 504(f) to read as follows: "(f)(1) The Secretary, acting through the Director, shall— "(A) develop and publish information with respect to the causes of suicide and the means of preventing suicide; and "(B) make such information generally aveiilable to the public and to health professionals. "(2) Information described in paragraph (1) shall especially relate to suicide among individuals under 24 years of age."; (2) by striking subsections (g) through (i) of section 504; and (3) by adding at the end of part B the following new subpart:
