Disaster assistance. addition to those specifically provided for, of not to exceed 514 passenger motor vehicles, of which 508 shall be for replacement only, and for the hire of such vehicles. SEC. 603. Funds in this Act available to the Department of Agri- culture shall be available for imiforms or allowances therefore as authorized by law (5 U.S.C. 5901-5902). SBC. 604. Not less than $1,500,000 of the appropriations of the Department of Agriculture in this Act for research and service work authorized by the Acts of August 14, 1946 and July 28, 1954, and (7 U.S.C. 427, 1621-1629), and by chapter 63 of title 31, United States Code, shall be available for contracting in accordance with said Acts and chapter. SEC. 605. No part of the funds contained in this Act may be used to make production or other payments to a person, persons, or corpora- tions upon a final finding by court of competent jurisdiction that such p£uty is guilty of growing, cultivating, harvesting, processing or storing manjuana, or other such prohibited drug-producing plants on any part of lands owned or controlled by such persons or corpora- tions. SEC. 606. Advances of money to chiefs of field parties from any appropriation in this Act for the Department of Apiculture may be made by authority of the Secretary of Agriculture. SEC. 607. The cumulative total of transfers to the Working Capital Fund for the purpose of accumulating growth capital for data services and National Finance Center operations shall not exceed $2,000,000: Provided, That no funds in this Act appropriated to an agency of the Department shall be transferred to the Working Coital Fund without the approval of the agency administrator. SEC. 608. New obligational authority provided for the following appropriation items in this Act shall remain available until ex- pended: Public Law 480; Mutual and Self-Help Housing; Watershed and Flood Prevention Operations; Resource Conservation and Devel- opment; Colorado River Basin Salinity Control Program; Animal and Plant Health Inspection Service, $4,500,000 for the contingency fund to meet emergency conditions, $5,000,000 for the Grasshopper and Mormon Cricket Control Programs, and buildings and facilities; .^^icultural Stabilization and Conservation Service, salaries and expenses funds made available to county committees; the Federal Crop Insurance Corporation Fund; Agricultural Research Service, buildings and facilities, and up to $10,000,000 of funds made avail- able for construction at the Beltsville Agricultural Research Center; Cooperative State Research Service, buildings and facilities; Sci- entihc Activities Overseas (Foreign Currency Program); Dairy Indemnity Program; $2,852,000 for Mgher education training grante under section l417(a)(3)(B) of Public Law 95-113, as amended (7 U.S.C. 3152(a)(3)(B)); and buildings and facilities, Food and Drug Administration. SEC. 609. No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein. SEC. 610. Not to exceed $50,000 of the appropriation available to the Department of Agriculture in this Act shall be available to provide appropriate orientation and language training pursuant to Public Law 94-449. SEC. 611. Notwithstanding any other provision of law, employees of the agencies of the Department of Agriculture, including employ- ees of the Agricultural Stabilization and Conservation county
