PUBLIC LAW 101-161—NOV. 21, 1989 103 STAT. 961 throughout the world concerning the development and operation of aericultural cooperatives (7 U.S.C. 3291), $4,714,000; of which ^9,000 shall be available for a field office in Hawaii: Provided, That this appropriation shall be available for employment pursuant to the second sentence of section 706(a) of the Oi^anic Act of 1944 (7 U.S.C. 2225), and not to exceed $15,000 shall be available for employ- ment under 5 U.S.C. 3109. AGRICULTURAL MARKETING SERVICE MARKETING SERVICES For necessary expenses to carry on services related to consumer protection, agricultural marketing and distribution and regulatory programs as authorized by law, and for administration and co- ordmation of payments to States; including field employment pursu- ant to section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225), and not to exceed $70,000 for employment under 5 U.S.C. 3109, $33,171,000; of which not less than $1,623,000 shall be available for the Wholesale Market Development Program for the design and development of wholesale and farmer market facilities for the major metropolitan areas of the country: Provided, That this appropriation shall be available pursuant to law (7 U.S.C. 2250) for the alteration and repair of buildings and improvements, but, unless otherwise provided, the cost of altering any one building during the fiscal year shall not exceed 10 per centum of the current replacement value of the building. LIMITATION ON ADMINISTRATIVE EXPENSES Not to exceed $37,962,000 (from fees collected) shall be obligated during the current fiscal year for administrative expenses. FUNDS FOR STRENGTHENING MARKETS, INCOME, AND SUPPLY (SECTION 32) (INCLUDING TRANSFERS OF FUNDS) Funds available under section 32 of the Act of August 24, 1935 (7 U.S.C. 612c) shall be used only for commodity program expenses as authorized therein, and other related operating expenses, except for: (1) transfers to the Department of Commerce as authorized by the Fish and Wildlife Act of August 8, 1956; (2) transfers otherwise provided in this Act; and (3) not more than $8,007,000 for formula- tion and administration of Marketing Agreements and Orders pursuant to the Agricultural Marketing Agreement Act of 1937, as amended, and the Agricultural Act of 1961. PAYMENTS TO STATES AND POSSESSIONS For payments to departments of agriculture, bureaus and depart- ments of markets, and similar agencies for marketing activities under section 204(b) of the Agricidtural Marketing Act of 1946 (7 U.S.C. 1623(b)), $1,250,000.
