(2) AMOUNT AND NUMBER OF GRANTS. —Section 408(b)(3) of such Act is amended— (A) by inserting "in each fiscal year" after "one grant"; (B) by striking "$250,000" and inserting "$350,000"; and (C) by adding at the end the following new sentence: "Not more than 2 grants may be made under this section to an eligible entity to carry out a particular program.". (c) DISSEMINATION OF RESULTS. — Subsection (c) of section 408 of such Act is amended to read as follows: "(c) DISSEMINATION OF RESULTS. — As soon as practicable, but not later than 180 days after the end of the fiscal year in which a recipient of a grant under this section completes the expenditure of such grant, the Secretary shall prepare and make available to each State and each eligible entity a description of the program carried out with such grant, any relevant information developed and results achieved, and a summary of the evaluation of such program re- ceived under subsection (a)(l)(D) so as to provide a model of innova- tive programs for other eligible entities.". (d) DEFINITION. —Section 408(d)(l) of such Act is amended by inserting before the semicolon the following: ", except that such term includes an organization that serves migrant and seasonal farm workers and that receives a grant under the Community Services Block Grant Act (42 U.S.C. 9901 et seq.) in the fiscal year preceding the fiscal year for which such organization requests a grant under this section". (e) AUTHORIZATION OF APPROPRIATIONS. — Section 408(e) of such Act is amended— (1) by striking "is" and inserting "are"; and (2) by inserting after "1989," the following: "and $7,000,000 for fiscal year 1990,". (f) REPORT TO (DONGRESS. —Section 408 of such Act (as amended by subsections (d) and (e) of this section) is amended— (1) by redesignating subsections (d) and (e) as subsections (0 and (g), respectively; and (2) by inserting after subsection (c) the following new sub- sections: "(d) REPUCATION OF PROGRAMS.— (1) The Secretary shall annually identify programs that receive grants under this section that dem- onstrate a significant potential for dealing with particularly criti- cal needs or problems of the poor that exist in a number of communities. "(2) Not less than 10 percent, and not more than 25 percent, of the funds appropriated for each fiscal year to carry out this section shall be available to make grants under this section to replicate in additional geographic areas programs identified under paragraph (1). "(e) REPORT TO CONGRESS.— The Secretary shall submit annually, to the Committee on Education and Labor of the House of Rep- resentatives and the Committee on Labor and Human Resources of the Senate, a report containing— "(Da description of— "(A) programs for which grants under this section in the then most recently completed fiscal year; and "(B) the evaluations received under subsection (a)(l)(D) in such fiscal year; and
