Be it enacted by the Senate and House of Representatives of the Coast Guard United States of America in Congress assembled. Authorization Act of 1989. SECTION 1. SHORT TITLE. affairs This Act may be cited as the "Coast Guard Authorization Act of 1989". TITLE I—AUTHORIZATIONS SEC. 101. AUTHORIZATION OF FUNDS FOR FISCAL YEAR 1990. Funds are authorized to be appropriated for necessary expenses of the Coast Guard for fiscal year 1990, as follows: (1) OPERATION AND MAINTENANCE.—For the operation and maintenance of the Coast Guard, $2,312,200,000. (2) ACQUISITION AND CONSTRUCTION. — For the acquisition, construction, rebuilding, and improvement of aids to navigation, shore and offshore facilities, vessels, and aircraft, including related equipment, $746,300,000 of which up to $20,000,000 shall be used to rehabilitate the Coast Guard Cutter Mackinaw, and additional sums as may be necessary to carry out the Coast Guard icebreaker ship program and the Coast Guard patrol boat program, to remain available until expended. (3) RESEARCH AND DEVELOPMENT. — For research, development, test, and evaluation, $29,000,000, to remain available until expended. (4) RETIREMENT BENEFITS.—For retired pay (including the payment of obligations otherwise chargeable to lapsed appro- priations for this purpose), payments under the Retired Service- man's Family Protection and Survivor Benefit Plans, and payments for medical care of retired personnel and their dependents under chapter 55 of title 10, United States Code, $420,800,000, to remain available until expended. (5) ALTERATION OR REMOVAL OF BRIDGES.— For alteration or removal of bridges over navigable waters of the United States constituting obstructions to navigation, $2,300,000. SEC. 102. AUTHORIZATION OF FUNDS FOR FISCAL YEAR 1991. Funds are authorized to be appropriated for necessary expenses of the Coast Guard for fiscal year 1991, as follows: (1) OPERATION AND MAINTENANCE.—For the operation and maintenance of the Coast Guard, $2,381,500,000. (2) ACQUISITION AND CONSTRUCTION. —For the acquisition, construction, rebuilding, and improvement of aids to navigation, shore and offshore facilities, vessels, and aircraft, including related equipment, $501,800,000, to remain available until expended.
